To choose a travel agency in Caaguazú, first look it up in Senatur's Registur register and check that it is listed as licensed and operating. Then ask two agencies to quote the same trip in writing and compare what is included, how you pay and what happens if you cancel. The city sits on the PY02, about 180 km from Asunción and 144 km from Ciudad del Este (Wikipedia (opens in a new tab)), so an agency earns its fee mainly when your trip starts at a distant airport or involves a group; for a bus ticket you often do not need one.
How do I know the agency is licensed?
Senatur, Paraguay's tourism ministry, publishes registered agencies at registur.gov.py with their status, operating or permanently closed (ABC Color, 2024 (opens in a new tab)), and recommends checking before any booking or deposit (La Nación, 2024 (opens in a new tab)). Questions go to (021) 441 530, extension 117.
- Search by trading name and by company name: they do not always match.
- Warnings keep coming: in October 2025 Senatur flagged a firm selling packages on social media without registration and with customer complaints (ABC Color (opens in a new tab)), and in February 2026 five more offering very low prices (La Nación (opens in a new tab)). If an offer only reaches you on Instagram or WhatsApp, double-check it.
- The register also covers tour transport and guides (La Nación (opens in a new tab)), useful for checking the coach on a school or church trip.
When is an agency worth it from Caaguazú?
- Flights: both airports are a drive away. Asunción is about 180 km off, and Guaraní airport, on the Ciudad del Este side, about 120 km (Wikipedia (opens in a new tab)). An agency can compare both and add the transfer or a hotel night for an early flight.
- Group trips: school graduation trips, sports teams, pilgrimages. The agency coordinates coach, hotel and meals, and answers if something goes wrong.
- Packages abroad: Brazilian beaches, Buenos Aires or flights with connections.
When can you do it yourself?
- Bus tickets: long-distance companies sell at their ticket office or online. Asunción's bus terminal, on Avenida Fernando de la Mora at República Argentina, gathers over 200 companies with departures to Encarnación, Ciudad del Este, Buenos Aires and São Paulo (Wikipedia (opens in a new tab)).
- A nearby day out: for pools and Lake Yguazú you do not need an agency. See our guide to family places in Caaguazú.
- Ciudad del Este or Foz: drive or take the bus along the PY02; Caaguazú is at km 179 (Wikipedia (opens in a new tab)).
Documents are your job
- ID card (cédula): valid for Mercosur and associated countries; for Brazil and Argentina it must be less than 10 years old (Wikipedia (opens in a new tab)).
- Passport: issued by the Police Identification Department. In March 2025 it cost G. 240,000, cash only (ABC Color (opens in a new tab)). In 2021 the department had a regional office in Caaguazú, at Walter Insfrán and 15 de Agosto, Monday to Friday 7:00 to 15:00 (ABC Color, 2021 (opens in a new tab)); ask whether it handles passports before you go.
- Minors: a child travelling without one parent, alone or with others needs a travel permit, plus a valid passport or ID and a birth certificate or family book to prove the relationship (La Nación, 2023 (opens in a new tab)). Key for graduation trips.
- Expired documents only work for coming back into Paraguay, not for leaving (La Nación, 2023 (opens in a new tab)).
What should the quote say?
Ask both agencies for the same trip, in writing:
- What is and is not included: tickets, luggage, transfers from Caaguazú or the airport, hotel, meals, travel assistance.
- Total price with taxes and payment terms, as required by Law 1334/98, art. 15 (opens in a new tab); if they offer instalments, the cash price, rate and total (Sedeco via ABC Color (opens in a new tab)).
- Cancellation and changes: what is refunded and when, whether you or the operator cancels.
- For groups: who chaperones, what happens if someone drops out, and how payments are split.
How to pay and where to complain
Ask for an invoice for the deposit and every instalment (Sedeco via ABC Color (opens in a new tab)). Pay by transfer, card or https://www.abc.com.py/negocios/2026/05/19/revolucion-de-los-pagos-digitales-7-de-cada-10-se-procesan-con-qr/ so there is a record; https://www.abc.com.py/negocios/2026/05/19/revolucion-de-los-pagos-digitales-7-de-cada-10-se-procesan-con-qr/ is already 68.1% of electronic payments (ABC Color, 2026 (opens in a new tab)). Keep vouchers, booking codes and chats until you are home. If the agency fails to deliver, complain in writing first; then Sedeco, the consumer agency, takes complaints online and on the free line 0800 11 88 99 (Hoy, 2026 (opens in a new tab)).
