To choose a consultant in Limpio, start from the actual job: tax for a shop, opening a company, buying or subdividing land, or hiring staff. Each one needs a different professional (accountant, lawyer or notary). Ask two of them for a written proposal with scope, deadlines and fees, and do not pay for steps you can do online for free.
Which adviser does your case need?
- Trading or resale: Limpio has a commercial hub on Ruta PY03, with the Abasto Norte wholesale market supplying local shops (ABC Color, 2015 (opens in a new tab)) and the Plaza Norte mall, opened in July 2025 opposite the Abasto (ABC Color (opens in a new tab)). If you buy wholesale and resell, you need an accountant who handles Marangatú and electronic invoicing at the DNIT (opens in a new tab), the tax authority.
- Land, a house or a subdivision: the city is filling up with gated communities and multifamily projects, with activity in Isla Aveiro, Rincón del Peñón, Piquete Cué and Salado (InfoNegocios, September 2026 (opens in a new tab)). A purchase is signed before a notary (escribano); splitting land into lots requires prior municipal approval by law (Law 1909 (opens in a new tab)), so get a lawyer or surveyor involved before selling the first plot.
- Staff: from 1 July 2026 the minimum wage is G. 3,044,000 (ABC Color (opens in a new tab)) and employees contribute 9% to IPS social security (ABC Color (opens in a new tab)). A labour adviser sorts out contracts and payroll.
- Lawsuits and debt collection: only a lawyer registered with the Supreme Court (opens in a new tab) can represent you.
What can you do without an adviser?
- Open an EAS: according to the Ministry of Industry and Commerce (opens in a new tab), it is done online at eas.mic.gov.py; with standard bylaws it is incorporated within 72 hours at no cost, with no minimum capital. The legal representative must be Paraguayan or hold a Paraguayan cédula.
- Check a title: the notary requests the title-conditions report before the deed; it is issued within 10 days and valid for 30 (Law 2903/2006 (opens in a new tab)). There is no need to pay a middleman to "look into" what the notary must request anyway. If you are looking for an agency, see how to shortlist real-estate agencies in Limpio.
- Business licence: handled at the Municipalidad de Limpio. Ask there which papers your trade needs before you sign a lease.
Where can small businesses and artisans get free support?
- SBDC San Lorenzo: a Ministry of Industry and Commerce SME centre run by the Unión Industrial Paraguaya, with technical assistance and training (UIP (opens in a new tab)). It operates in the Ceprocal-UPA building, Lope de Vega and San Antonio, San Lorenzo, with free workshops on business models, formalisation and social media (La Nación, January 2025 (opens in a new tab)). In July 2025 sessions ran on Thursdays from 14:00 to 16:00, with registration on (0976) 911-198 (Última Hora (opens in a new tab)). It is a long ride from Limpio, so call first and check the topic.
- Karanday palm crafts: in Aguapey, Limpio, more than 150 families work with karanday, and their association was set up with support from the Instituto Paraguayo de Artesanía and the municipality, according to ABC Color (2017) (opens in a new tab). Before paying for sales consulting, ask the IPA which programmes are currently running.
What should you check before hiring?
- An invoice for every payment: every sale of goods or services must be invoiced (Sedeco via ABC Color (opens in a new tab)).
- Not barred: the DNIT publishes lists of businesses barred for tax offences and of taxpayers in arrears (DNIT (opens in a new tab)).
- The lawyer's registration number: ask for it before signing a power of attorney.
- Scope in writing: what they deliver, by when, and what is extra, such as amended returns, surveys or municipal paperwork.
- Deadlines: ask how they will remind you of DNIT due dates.
Adviser in Limpio or in Asunción?
Asunción is about 20 km away on Ruta PY03 (Wikipedia (opens in a new tab)), but the road often jams because of lorries parked between central Limpio and Mariano Roque Alonso (Última Hora (opens in a new tab)). Do the first meeting by video, send a one-page summary in advance (trade, staff, what you need to decide and by when) and travel only to sign. A clear proposal matters more than a nearby office.
FAQ
Do I need an adviser to open a company in Limpio?
Not always. An EAS with standard bylaws is set up online at eas.mic.gov.py within 72 hours at no cost; an adviser helps with several partners, custom bylaws or staff.
Who should advise me on subdividing land in Limpio?
A lawyer or surveyor, because Law 1909 requires prior municipal approval with streets and drainage planned. A notary handles the sale itself.
Is there free SME advice near Limpio?
SBDC San Lorenzo, run by the Ministry of Industry and Commerce and the UIP, holds free workshops at Ceprocal-UPA in San Lorenzo. Check the schedule on (0976) 911-198.
How do I know an accountant is in good standing?
Ask for their RUC and an invoice for each payment, and check they are not on the DNIT lists of barred businesses or taxpayers in arrears.
