To find an apartment in Villarrica, start before the academic year begins, when students from all over Guairá compete for whatever is close to the faculties. Always view in person before paying a deposit, ask whose name the ANDE electricity and ESSAP water accounts are in, and sign a written lease even though the law doesn't require one.
When and where to look
Villarrica is a university town: it has the Universidad Nacional de Villarrica del Espíritu Santo (UNVES), a branch of the national university (UNA), the Universidad Católica's Guairá campus and several private universities (Wikipedia (opens in a new tab)). In 2025 a local builder said investors were putting up ground-floor shops with student flats above, while gated communities with 20-year financing were spreading on the outskirts (Infonegocios, 2025 (opens in a new tab)).
- Students and lecturers: look a few weeks before term starts; after that, the supply near the faculties dries up.
- Moving for work or with family: the city's barrios include Centro, Estación, San Miguel, Santa Librada, Santa Lucía and Lomas Valentinas (Wikipedia (opens in a new tab)). Pin your workplace, the school and Mercado Municipal Nº 1, the main market in the centre near the bus terminal (ABC Color, 2022 (opens in a new tab)), on your phone map and measure from there.
- Renting or buying through an agency: see our guide to real estate agencies in Villarrica.
How to plan the viewings
- Group viewings into one morning. Summer highs reach 37 °C (Wikipedia (opens in a new tab)); by early afternoon nothing looks good.
- Think about heat and rain. Is there air conditioning or at least a ceiling fan? Does it get the afternoon sun? September and October are the wettest months (Wikipedia (opens in a new tab)): look for damp patches on ceilings and walls, and if you can, walk the block after heavy rain to see whether water pools.
- Check phone signal inside and ask which internet provider already reaches the building.
- Be wary of bargains. Asatur, Paraguay's travel agency association, warned that scammers circulate photos of places they don't own and that prices far below average are usually a scam (La Nación, 2022 (opens in a new tab)).
- Don't send a deposit to someone you haven't identified. That's one of the Paraguayan police cybercrime unit's core tips (Última Hora (opens in a new tab)). Viewing first, money second.
Electricity, water and internet: what to ask
- Electricity (ANDE): ask whether the meter is in the owner's name and paid up, and see the latest bill. If there's no meter, the connection is on you: in September 2024 a single-phase home connection cost G. 89,745, and the application must be signed by an ANDE-registered electrician (ABC Color, 2024 (opens in a new tab)).
- Water: supplied in Villarrica by ESSAP, the state water company (Wikipedia (opens in a new tab)). Ask for the latest bill and whether it's included in the rent.
- Internet: broadband in town comes from Tigo, Personal and state-owned COPACO (Wikipedia (opens in a new tab)). Ask which one is already wired in; it saves days of waiting.
- Building fees: in an apartment block, ask about shared costs and what they cover.
What the lease should say
Paraguay has no specific tenancy law; the Civil Code applies. A lease doesn't have to be written, if no term is set it's presumed to run one year, the deposit is usually one month's rent, and there's no cap on increases (Infonegocios, 2025 (opens in a new tab)). So:
- Get a written lease stating the term, rent, deposit and how the rent is adjusted each year.
- Get a receipt for the deposit and every month's rent.
- Photograph the flat on move-in day and send the photos to the landlord.
- In a dispute, the landlord can only evict you through the courts: they can't cut your utilities or let themselves in (Infonegocios, 2025 (opens in a new tab)).
- If you later need to complain to Sedeco, the consumer protection office, the signed contract is your evidence (La Nación, 2022 (opens in a new tab)).
How much of your month goes on rent?
Use the minimum wage as a yardstick: G. 3,044,000 a month since 1 July 2026 (ABC Color, 2026 (opens in a new tab)). Add electricity, water, internet and trips to Asunción, 172 km away (Wikipedia (opens in a new tab)). If you're covered by IPS, the social security system, its regional hospital in Villarrica has a 24-hour emergency department (Última Hora (opens in a new tab)), so living nearby saves time. The full breakdown is in our Villarrica budget guide.
FAQ
When is the best time to look for an apartment in Villarrica?
A few weeks before the academic year starts. After that, supply near the faculties shrinks as students arrive from all over Guairá.
How big is the deposit?
There's no legal amount; one month's rent is usual. Get a receipt and have it written into the lease.
Who supplies water and electricity in Villarrica?
Water comes from ESSAP and electricity from ANDE. Check whose name the meters are in and ask for recent bills.
Do I need a written lease?
It isn't legally required, but get one: it fixes term, rent, deposit and increases, and backs any complaint to Sedeco later.
