To budget in Villarrica, start with four fixed costs (rent, power, food and transport) and measure them against the minimum wage, which has been G. 3,044,000 a month since 1 July 2026. Then add what weighs more in Guairá than in Asunción: the 172 km trips to the capital, the electricity hookup if you rent a house without a meter, and a margin for health.

What is the reference wage?

The minimum wage rose 5%: G. 3,044,000 a month, a day rate of G. 117,077 and G. 12,683 an hour from 1 July 2026 (ABC Color (opens in a new tab); IP Paraguay (opens in a new tab)). In a formal job, workers pay 9% into IPS, the social security fund (ABC Color, 2022 (opens in a new tab)). That is not lost money: it gives you Villarrica's IPS Regional Hospital and saves private consultations.

What should you check before renting?

Paraguay has no specific tenancy law; the Civil Code applies and almost everything depends on the contract (InfoNegocios, 2025 (opens in a new tab)).

  • Deposit: no legal amount; one month's rent is usual. Get a receipt.
  • Term: if the contract is silent, it is presumed to be one year.
  • Increases: no legal cap. Ask for a clause stating how rent is adjusted each year.

In 2025 a local builder described Villarrica as the country's second city for higher education, with UNVES, the Catholic University and other campuses; that is why student flats above shops are spreading and gated communities with 20-year home financing are growing on the outskirts (InfoNegocios, 2025 (opens in a new tab)). If you want to rent near the universities, look before term starts, when students from all over Guairá arrive.

How much does connecting electricity cost?

If the house has no meter in your name, ANDE, the state power company, charges connection fees. In September 2024 a single-phase residential hookup (1x10) cost G. 89,745 and a three-phase one (3x60) G. 1,818,852, based on a 12-metre frontage; the request must be signed by an ANDE-registered electrician (ABC Color, 2024 (opens in a new tab)). Ask the landlord whether the meter is already active and paid up before signing.

Where can you save on food?

How much does transport weigh?

Villarrica is 172 km from Asunción (Wikipedia (opens in a new tab)) and about 42 km from Coronel Oviedo on Route PY08 (Wikipedia (opens in a new tab)), where it meets the PY02. If you travel to the capital often for paperwork, study or health care, that is the line that blows up.

  • By bus: leave from the terminal, near Mercado Nº 1. Dinatran, the transport authority, publishes official fares and asks passengers to report overcharging (Hoy, 2025 (opens in a new tab)); check the current fare before planning the month.
  • By car: fuel prices change several times a year; note the price each time you fill up and multiply by the month's trips.

What about health?

Villarrica's public Hospital Regional has 86 beds (Wikipedia (opens in a new tab)) and in a single month of 2026 handled 24,389 consultations, 8,521 of them emergencies (La Nación, 2026 (opens in a new tab)), so expect waits. With IPS, the IPS Regional Hospital, opened in 2022, has 40 beds, 24-hour emergency care, a lab, imaging and a pharmacy (Última Hora (opens in a new tab)). Still keep a monthly line for medicines and the odd private test.
