In this guide
To choose a travel agency in Presidente Franco, first look it up in Registur, the national tourism office (Senatur) register, and check it is listed as operating; then ask two agencies to quote the same trip in writing. In Franco an agency is worth it for flights, packages and group trips to Foz do Iguaçu or Puerto Iguazú. For the city's own sights, such as Salto Monday or the Moisés Bertoni Monument, you do not need one.
How do you know an agency is licensed?
Senatur publishes registered agencies at registur.gov.py with their status: operating or permanently closed. For questions, call (021) 441 530, extension 117 (ABC Color, 2024 (opens in a new tab)).
- Search by trading name and by legal company name, which sometimes differ.
- Be wary of packages sold only on social media at very low prices: in February 2026 Senatur warned about five unregistered companies doing exactly that (La Nación, 2026 (opens in a new tab)).
- Ask for the tax ID (RUC) of whoever takes your money and make sure the invoice comes from that same company.
Which outings can you arrange without an agency?
Franco's main sights are a few kilometres from the centre and you pay at the gate:
- Salto Monday: about 3 km from the urban centre (Última Hora, 2018 (opens in a new tab)). You enter through either the municipal park or Parque Aventura Monday, each with its own fees and activities (Última Hora, 2022 (opens in a new tab)).
- Moisés Bertoni Monument: run by the Environment Ministry; entry and the guide are paid on site (La Nación, 2025 (opens in a new tab)).
- Itaipú: tours leave from the Visitor Reception Centre in Hernandarias, are free and are booked directly by phone at (061) 599-8040 or through the Ib-tur app (ABC Color, 2022 (opens in a new tab)).

If the trip crosses into Brazil via the Integration Bridge
The Integration Bridge links Franco with Foz do Iguaçu and opened to the public in December 2025 (Wikipedia (opens in a new tab)). Since 14 September 2026 these rules apply (Joint Commission (opens in a new tab)), and they were still in force on 18 September (ABC Color, 2026 (opens in a new tab)):
- Regular international buses cross 24 hours a day, only via the Integration Bridge.
- The Franco–Foz urban bus runs from 7:00 to 19:00.
- Private cars cross from 7:00 to 13:00, only for local residents holding the cross-border neighbour permit (Documento de Tránsito Vecinal Fronterizo).
Before you pay for a trip, ask which bridge the bus uses and what time it comes back. A serious agency answers straight away. Paraguayans can enter Brazil and Argentina with their national ID card if it was issued less than 10 years ago (Wikipedia (opens in a new tab)); other nationalities should check their own entry rules.
What should the quote say?
Ask both agencies for the same trip (dates, number of people, departure from Franco or Ciudad del Este) and get in writing:
- What is and is not included: fares, luggage, transfers, hotel, meals, park tickets and travel assistance.
- Total price including taxes and payment terms, as required by article 15 of consumer law Ley 1334/98 (opens in a new tab).
- Currency: whether Brazilian or Argentine park tickets are paid separately and in which currency.
- Instalments: if they finance, the cash price, number of instalments and total (Sedeco via ABC Color (opens in a new tab)).
- Cancellation: what is refunded, and when, if you or the operator cancels.
How to pay and where to complain
Ask for an invoice for the deposit and every payment (Sedeco via ABC Color (opens in a new tab)) and pay by transfer or card where you can, since both leave a record. Keep vouchers and chats until you are home. If the agency fails to deliver, complain in writing first; then go to Sedeco, the consumer agency, which takes complaints through a web form and the free line 0800 11 88 99 (Hoy, 2026 (opens in a new tab)).
If the agency is in neighbouring Ciudad del Este, the same rules apply: see our guide to travel agencies in Ciudad del Este.
