To compare car dealerships in Presidente Franco, ask two or three yards for the same vehicle with cash and financed prices in writing, have the car checked before you pay, and close the sale by deed before a notary (escribano). What matters most here isn't the nicest showroom but clean paperwork.

Where to look if you live in Presidente Franco

Presidente Franco borders Ciudad del Este, and in practice you can't tell where one ends and the other begins (opens in a new tab); you reach it from Ciudad del Este along Route PY02 and then, at the km 4 roundabout, a stretch of PY07. Treat dealers in both cities as one market and compare the same vehicle on both sides before deciding.

Paperwork is close by too: since 2021 there has been a Vehicle Registry (Registro de Automotores) office in the Ciudad del Este courthouse (opens in a new tab).

How do you compare one yard with another?

What paperwork should the car have?

According to the requirements of the Vehicle Registry of the judiciary (opens in a new tab):

  • First registration (new, or imported and never registered): deed, nationalisation certificate (certificado de nacionalización) and a verification certificate from an inspection plant.
  • Transfer of a used car: transfer deed, certificate of title status and encumbrances (certificado de condición de dominio e interdicciones, unless it appears in the deed), verification certificate and municipal licence (patente).

On imported used cars: the law bans importing used vehicles over ten years old, but some importers kept bringing them in under a Supreme Court ruling (opens in a new tab). The car's year alone won't tell you it's legal; ask to see the nationalisation certificate.

How do you avoid buying a stolen car?

In July 2026 police warned that large numbers of vehicles stolen in Brazil (opens in a new tab) are sold in Paraguay with modifications and forged documents, often through social media; Toyota Fortuner and Hilux are the most seized. The official advice is to take the vehicle to the National Police Departamento de Control de Automotores (per ABC Color in July 2026, at Paz del Chaco and Urundey, barrio Santa Lucía, Lambaré, phone (021) 302 820 or 302 229; call before you go) for a full check, especially for a high-end pickup or a deal that started online. Don't pay a deposit before that check.

Should you finance through the dealer?

It can make sense, but demand the full breakdown. Law 1334 (opens in a new tab) (art. 29) says every credit sale must state, or be void:

  • the cash price;
  • the interest amount, annual or monthly rate, and late-payment rate;
  • any surcharge for commission, admin fees or charges;
  • the number and frequency of payments;
  • the total to pay, which cannot exceed the cash price plus interest;
  • what happens if either party defaults.

Article 30 also gives you the right to pay everything off early with a proportional reduction in interest. With that sheet from each dealer, comparing is easy.

FAQ

Where can I check that a car in Paraguay isn't stolen?

At the National Police Departamento de Control de Automotores in Lambaré (Paz del Chaco and Urundey). Police advise a full check before buying, especially high-end pickups.

What papers do I need when buying a used car?

For a transfer, the Registry asks for the deed, a title-status and encumbrances certificate, a verification certificate and the municipal licence.

What must a dealer financing plan show?

Cash price, interest and rates, surcharges, number of payments, total to pay and what happens on default (Law 1334, art. 29). You can pay off early with reduced interest.

Is there a vehicle registry office nearby?
