To shortlist real estate agencies in Presidente Franco, send two or three of them the same written request (buy or rent, neighbourhood, budget and date) and keep the one that states its fee, shows the owner's authorisation and gives you the property registry number before asking for a deposit. Franco borders both Brazil and Argentina, so the title and the type of property matter more than the photos.
Which part of Presidente Franco should you look in?
The Monday River crosses the district from west to east and splits it into two very different areas (Wikipedia (opens in a new tab)):
- North of the Monday: almost all the population and the urban area, merged with Ciudad del Este (you barely notice the boundary). Neighbourhoods include Centro, Área 5, San Miguel, Fátima and Santa Clara. This is where you rent a house or flat and commute daily to CDE.
- South of the Monday: mostly farmland and tourism, with fewer residents; neighbourhoods include Km 9 Monday, Km 10 Monday, Puerto Bertoni and Península. This is where small farms and large plots show up.
- Access: from CDE take the PY02, then the PY07 from the Km 4 roundabout. If you will work in downtown CDE, drive the route at rush hour before deciding.
In 2026 the municipal tourism director said Franco "is no longer a dormitory town" and that investors, mainly Brazilian, are looking at setting up factories and maquilas (La Nación, 2026 (opens in a new tab)). If a plot is sold on its "future", ask for concrete facts, not promises.
Does living near the Integration Bridge help?
The bridge linking Franco with Foz do Iguaçu opened to the public in December 2025 (Wikipedia (opens in a new tab)). Since 14 September 2026, private cars may cross from 7:00 to 13:00 only if they belong to residents of Ciudad del Este, Presidente Franco, Hernandarias or Foz holding the Border Neighbour Transit Document (Joint Commission (opens in a new tab)); on 18 September the rule was still in place (ABC Color, 2026 (opens in a new tab)). If a listing sells bridge access as a perk for commuting to Brazil, check whether those hours work for you.
Can a foreigner buy in Presidente Franco?
The whole district lies inside the border security zone, which Law 2532/05 (opens in a new tab) defines as the 50 km strip along the borders. There, unless authorised by executive decree, nationals of neighbouring countries (or companies mostly owned by them) cannot own, co-own or hold usufruct over rural property. Notaries cannot record such deals, the act is void and the fine is twice the transaction value.
The law refers to rural property, which is common south of the Monday. If you are Brazilian or Argentine and are offered a farm or a plot on the outskirts, have your notary confirm how it is registered in the cadastre before paying a deposit.
What should you ask each agency?
Send all of them the same questions and compare the written answers:
- Fee: how much, on what amount, who pays and when.
- Authorisation: whether they hold the owner's signed authorisation to market and collect.
- Papers: property registry (finca) or cadastral number and the owner's name.
- Plots: whether the subdivision is approved. Law 1909 (opens in a new tab) requires prior municipal approval and that the developer opens the streets and builds the required drainage.
- Currency and payment: which currency the price is in and whether you pay by bank transfer against a receipt.
If a sale requires your ID and proof of funds, that is normal: agencies that broker sales must report suspicious transactions to SEPRELAD, the anti-money-laundering unit (Ferrere (opens in a new tab)). What you will not find is a mandatory broker licence: in 2025 the national brokers' association ACIP was still pushing a brokerage law in Congress (InfoNegocios (opens in a new tab)). So ask for the tax ID (RUC) and legal name of whoever takes your money.
How do you check the title before paying a deposit?
A notary cannot sign a transfer without the certificado de condiciones de dominio from the Public Registry. It is issued within ten days, is valid for thirty and, while valid, no seizures can be registered against the property (Law 2903/2006 (opens in a new tab)). Since 2025 it can be requested online when the record is digitised (DTR 01/2025 (opens in a new tab)).
Since 14 January 2026 the Registro Unificado Nacional merges the Public Registry and the Cadastre, and the single cadastral-registry code is mandatory in property procedures (Ferrere (opens in a new tab)). Ask for that code or the finca number and have your own notary pull the certificate before any money changes hands.
If you are renting
Paraguay has no specific residential tenancy law; the Civil Code applies. If the contract sets no term, it is presumed to run one year; the deposit is usually one month's rent and there is no legal cap on increases (InfoNegocios, 2025 (opens in a new tab)).
- Put the term, how rent is adjusted and who pays water, power and repairs in writing.
- Photograph the property's condition on move-in and keep the photos with the contract.
- Pay the deposit only against a signed contract and a receipt.
