To shortlist real estate agencies in Ciudad del Este, send the same written request to two or three of them (buy or rent, area, budget and move-in date) and keep the one that tells you its fee, shows the owner's authorisation and gives you the property's registry number before asking for a deposit. In a border city facing Brazil, checking the title and the type of property matters more than the listing photos.

Which part of Ciudad del Este?

Pick the area before you contact anyone, because land use in CDE changes a lot from one kilometre marker to the next (Wikipedia (opens in a new tab)):

  • Microcentro: the commercial and shopping-tourism core near the Friendship Bridge. Good for shops and offices; to live there, expect traffic and bustle all day.
  • Boquerón and the planned "Áreas" (Área 1, 2, 3, 4 and 8): residential neighbourhoods with better infrastructure than the outlying barrios.
  • Microcentro to Km 7: the most populated, best-served stretch, along Route PY02 and its service roads.
  • Km 7 to Km 10: where the city is growing west, around the multi-level overpass, with apartment towers, shops and services (La Nación, 2020 (opens in a new tab)).
  • Km 8 to Km 13: more suburban, with thinly populated pockets; the Km 8 riverside park (Costanera) is here.

If you will commute to the Microcentro or to Foz do Iguaçu, drive the route at rush hour before you decide.

Can a foreigner buy in Ciudad del Este?

Ciudad del Este sits on the Paraná River on the Brazilian border, so it is inside the border security zone. Law 2532/05 (opens in a new tab) defines that zone as the 50 km strip along Paraguay's borders and states that, unless authorised by executive decree, nationals of neighbouring countries, or companies mostly owned by them, may not own, co-own or hold usufruct over rural property. Notaries may not register such deals, and they are void, with a fine of twice the value of the transaction.

The law refers to rural property. If you are Brazilian or Argentine and are offered a farm, a plot of land or a lot on the outskirts, ask your notary (escribano) to confirm how it is classified in the cadastre before paying anything.

What to ask each agency

Send every agency the same questions and compare written answers:

  1. Fee: how much, on what amount, who pays and when.
  2. Authorisation: a signed mandate from the owner to market the property and collect money.
  3. Paperwork: the finca or padrón number and the registered owner's name.
  4. Services: water, power, road access and, for a lot, whether the subdivision is approved. Law 1909 (opens in a new tab) requires prior municipal approval and makes the developer open the streets and build the required drainage.
  5. Currency and payment: which currency the price is in, and payment by bank transfer with a receipt.

Ask for the agency's tax ID (RUC) and legal name too. If you are asked for ID and the source of funds when buying, that is normal: agencies that buy and sell property must report suspicious transactions to SEPRELAD, the anti-money-laundering agency (Ferrere (opens in a new tab)). Do not expect a mandatory broker licence: in August 2025 the national association of real estate brokers was still lobbying Congress for a brokerage law (InfoNegocios (opens in a new tab)).

How to check the title before a deposit

Property sales are signed before a notary, who by law cannot sign a transfer without the certificado de condiciones de dominio (title and liens certificate) from the Public Registry. It is issued within ten days at most, is valid for thirty days, and while valid no liens can be registered against the property (Law 2903/2006 (opens in a new tab)). Since 2025 it can be requested online when the registry entry is digitised (DTR 01/2025 (opens in a new tab)).

Since 14 January 2026 the Registro Unificado Nacional has merged the Public Registry and the Cadastre, and a single cadastral-registry code is mandatory in every property procedure (Ferrere (opens in a new tab)). Ask for that code or the finca number, and have your own notary pull the certificate before you hand over money.

If you are renting

Paraguay has no specific residential tenancy law; the Civil Code applies. If the contract sets no term, it is presumed to run for one year (art. 1881); the deposit is usually one month's rent and there is no legal cap on increases (InfoNegocios, 2025 (opens in a new tab)). So:

  • Put the term, how rent is adjusted and who pays water, power and building fees in writing.
  • Photograph the property's condition on move-in and keep the photos with the contract.
  • Pay the deposit only against a receipt and a signed contract.
