Buying electronics safely in Paraguay comes down to the same routine whether you shop in Ciudad del Este or anywhere else: arrive with the exact model written down, test the device in the shop, get an invoice showing the serial number and a written warranty, and pay only when everything matches. Ciudad del Este has the widest choice and sharpest prices, and also the most pressure to buy fast.

Why Ciudad del Este?

The city centre (microcentro) sits right by the Friendship Bridge to Foz do Iguaçu, Brazil, and lives off imported goods (Wikipedia (opens in a new tab)). In 2026 it still draws shoppers mainly from Argentina and Brazil for electronics, perfume and clothing prices (La Nación, 2026 (opens in a new tab)).

Shops range from small stalls in galleries to department stores. Cellshop, headquartered in the microcentro, is one of the latter: ABC Color calls it the city's most visited store, with about 15,000 visitors a day and more than 250,000 products (ABC Color, 2026 (opens in a new tab); InfoNegocios, 2025 (opens in a new tab)). You don't have to buy at the biggest store, but do buy where the invoice and warranty carry the company's registered name.

Before you go

  • Write down the exact model: code, storage, colour and version, so you compare like with like and don't get offered "something similar".
  • Check the price at home the same day. The gap can be large: in a September 2024 comparison a high-end phone cost about USD 2,160 in Argentina and USD 935 in Ciudad del Este (La Nación, 2024 (opens in a new tab)). Prices move with the dollar, so treat that as an example, not today's price.
  • Add the trip costs. The same report reminds buyers to count transport, lodging and their own country's customs allowance.

In the shop: what to check before paying

  • The box is sealed and its serial number matches the device. Take a photo.
  • Switch it on and test the screen, camera, charging, ports and accessories on the spot.
  • Get an invoice with the model and serial number written on it. Paraguay's consumer agency SEDECO says every sale must be invoiced (ABC Color (opens in a new tab)).
  • Ask what warranty applies, who honours it (the shop or the manufacturer) and whether it works outside Paraguay. Under Law 1334/98 (opens in a new tab), any warranty must be in writing with its term and scope (art. 11).

How to pay

Guaraníes, US dollars and Brazilian reais are accepted, but each shop sets its own exchange rate (Western Union (opens in a new tab)), so ask for the final price in the currency you will pay with before handing over cash. Since 2024, merchants on the Bancard network can take Pix from Brazilian customers, but each merchant has to switch it on (InfoNegocios, 2024 (opens in a new tab)). Don't change money with strangers on the street, and never prepay for a device you haven't seen.

If something goes wrong, where do you complain?

Complain at the shop first, invoice in hand. If that fails, the Ciudad del Este municipality has a Consumer Protection Office (Dirección de Defensa del Consumidor). In February 2026 two Brazilian buyers who had only been partly refunded by a shop got the rest of their money and their devices back after a procedure by that office with the local police station and the prosecutor; the office urged tourists to report problems immediately (Última Hora, 2026 (opens in a new tab)).

When to go

The city's Chamber of Commerce and Services runs Black Friday CDE every November: in 2025 it ran from 20 to 23 November, with full hotels and more than 300,000 visitors (La Nación (opens in a new tab)). There are discounts, but also crowds and less time to test calmly. If careful checking matters more to you, a weekday outside those dates works better.

Crossing back into Brazil

Travellers entering Brazil by land have a US$ 500 duty-free allowance every 30 days, personal and non-transferable; goods worth more than US$ 5 are limited to 10 units with no more than 3 identical, and everything must be for personal use, not resale (Receita Federal (opens in a new tab)). Keep your invoices for customs.

FAQ

Is it safe to buy electronics in Ciudad del Este?

Yes, if the shop gives you an invoice with the serial number and a written warranty, and you test the device before paying. If something goes wrong, complain at once at the shop and then at the municipal consumer protection office.

Can I pay with Pix in Ciudad del Este?

Yes, at Bancard-network merchants that have it enabled. Ask first and get the final price in reais.

How much can I take into Brazil tax-free?

US$ 500 per person every 30 days when entering by land, not combinable between family members, and for personal use only.
