To budget for life in Ñemby, add the commute on Route PY01, which cuts through the city and links it to Asunción (Wikipedia (opens in a new tab)), to the rent, and keep a line for two things that matter here: water supply and road works. With take-home pay as your ceiling, split the rest into housing with utilities, transport, health and food.

What income should you plan around?

From 1 July 2026 the minimum wage is G. 3,044,000 a month (ABC Color, 2026 (opens in a new tab)). Employees pay 9% into IPS, the social security health system (ABC Color, 2022 (opens in a new tab)), leaving G. 2,770,040 on the minimum. Balance the budget against that figure, not the gross.

What to ask before renting

  • Who supplies the water? Some Ñemby neighbourhoods are on ESSAP, the state water company, and others on local water boards (juntas de saneamiento). In October 2024, residents of Vista Alegre and Salinas went days without water after an ESSAP well failed and described shortages as constant, worse in hot weather (ABC Color, 2024 (opens in a new tab)); in 2023 the Vista Alegre water board, with over 2,000 users, left a whole neighbourhood dry (ABC Color, 2023 (opens in a new tab)). Ask the neighbours how often it was cut last summer and, if needed, budget for a tank or water jugs.
  • Does the street flood? In the March 2026 storm, homes and streets filled with water and Calle Prat Gill, where the Ñemby stream crosses it, became dangerous (ABC Color, 2026 (opens in a new tab)). Visit the house after heavy rain.
  • The lease: Paraguay has no specific tenancy law; the deposit is usually one month, a lease with no term is presumed to run one year, and there is no cap on increases (Infonegocios, 2025 (opens in a new tab)). Get the yearly increase in writing.
  • Electricity: if a new meter is needed, in September 2024 ANDE charged G. 89,745 for a single-phase home connection (ABC Color, 2024 (opens in a new tab)). January is the city's hottest month (Wikipedia (opens in a new tab)), so air conditioning drives the bill from December to March, and a July 2026 study recommended raising ANDE's average tariff by up to 39.4% gradually until 2030 (Última Hora, 2026 (opens in a new tab)).
  • Buy instead of rent? Ñemby is among the cities with the most applications for the Che Róga Porã first-home loan, behind Luque and Capiatá (La Nación, 2026 (opens in a new tab)). Compare the instalment with your rent.

How much does the trip to Asunción cost?

  • Bus: direct lines to Asunción include the 15-2, 15-3, 38, 47, 85, 88, 233 and 18 Lince, and line 2 runs to San Lorenzo and Luque (Wikipedia (opens in a new tab)). In May 2026 the government aimed to keep fares at G. 2,300 standard and G. 3,400 premium (Última Hora, 2026 (opens in a new tab)): 44 fares a month come to G. 101,200 or G. 149,600. Double it if you change buses.
  • PY01 works: the public works ministry planned to start work between Cuatro Mojones and Pratt Gill in August 2026, with seven grade-separated junctions, one of them in the Ñemby area (Hoy, 2026 (opens in a new tab)). While it lasts, allow extra time and favour a home near a bus line that does not rely only on the highway.
  • Car or motorbike: use real kilometres, the day's fuel price and parking in Asunción.

Where can you save on food?

How much to set aside for health

The Hospital Distrital Nuestra Señora de Lourdes has an emergency unit (La Nación, 2023 (opens in a new tab)), but it fills up: in June 2023 outpatients and emergencies were packed, especially paediatrics (ABC Color, 2023 (opens in a new tab)), and in February 2025 rheumatology patients reported medicine shortages (ABC Color, 2025 (opens in a new tab)). Keep a monthly line for medicines. If you pay into IPS, the San Antonio unit served insured residents of Ñemby and Villa Elisa, according to Última Hora (2015) (opens in a new tab); ask your employer which unit you are assigned today.
