To shortlist real estate agencies in Obligado, send the same written request to two or three (rent or buy, house, flat or plot, budget and move-in date) and keep the one that tells you its fee, shows the owner's authorisation and gives you the property's registry number before asking for a deposit. In a small town on the Paraná River, right on the border with Argentina, checking the title and the property's location matters more than the listing photos.

What the Obligado market is like

Obligado sits at km 38 of Route PY06, 3 km past Hohenau and 10 km before Bella Vista, the other two towns of the Colonias Unidas (Wikipedia (opens in a new tab)); Encarnación is about 40 km away and Asunción 414 km (La Nación, 2025 (opens in a new tab)). What drives demand:

  • Local jobs. The Colonias Unidas cooperative employs more than 1,200 people in town, alongside food and animal-feed plants (La Nación, 2025 (opens in a new tab)).
  • Farmers moving into town. According to the same report, more producers are settling in the urban centre and building apartment blocks to rent out or hotels, partly so their children can attend school and university.
  • Little short-term lodging. In August 2025 the mayor said there were no free hotel beds and residents were getting ready to rent rooms or houses to visitors.

In practice, good places rent fast and through word of mouth. If you have time, tell two or three agencies in the area (in Obligado, Hohenau, Bella Vista or Encarnación) what you want and ask them to message you as soon as something comes up.

Watch the roads: outside the urban centre many roads are still dirt, though they are being paved with stone (Wikipedia (opens in a new tab)). Before paying a deposit on a smallholding or an out-of-town plot, drive the access road on a rainy day.

Can a foreigner buy property in Obligado?

Obligado borders Argentina to the south across the Paraná River (Wikipedia (opens in a new tab)), so the border security zone applies. Law 2532/05 (opens in a new tab) defines it as the 50 km strip along land and river borders and says that, unless authorised by executive decree, nationals of neighbouring countries, or companies mostly made up of them, may not own, co-own or hold usufruct over rural property (art. 2). Notaries may not formalise such deals, and the act is void, with a fine of twice the transaction value (arts. 5 and 8). Cadastre certificates must state whether the property lies wholly or partly inside the zone (art. 7).

If you're Argentine or Brazilian and are offered a farm or rural land, ask your notary for that certificate and confirm whether the property is rural before handing over any money.

What to ask each agency

Send the same questions to all of them and compare the answers in writing:

  1. Fee: how much, on what amount, who pays and when.
  2. Authorisation: whether they have the owner's signed authorisation to list the property and collect payment.
  3. Paperwork: the finca or padrón (registry) number and the owner's name.
  4. Services and access: water, power, type of road and, for a plot, whether the subdivision is approved. Law 1909 (opens in a new tab) requires prior municipal approval and that the developer open the streets and build the required drainage.
  5. Currency and payment: which currency the price is in and whether you pay by bank transfer with a receipt.

Also ask for the tax ID (RUC) and legal name of whoever collects the money. If a seller's agent asks for your ID and the source of funds, that's normal: agencies that handle sales must report suspicious transactions to SEPRELAD, Paraguay's anti-money-laundering unit (Ferrere (opens in a new tab)). What you won't find is a mandatory broker licence: in August 2025 the Paraguayan real estate brokers' association (ACIP) was still pushing a brokerage law through Congress (InfoNegocios (opens in a new tab)).

How to check the title before paying a deposit

A notary (escribano) handles the deed, and the law bars them from signing without the certificado de condiciones de dominio from the Public Registry. It is issued within ten days at most, is valid for thirty days, and while it's valid no seizures or restrictions can be registered against the property (Law 2903/2006 (opens in a new tab)).

Since 14 January 2026 the Registro Unificado Nacional (Law 7424/25) has taken over the Public Registry and Cadastre, and the single cadastral-registry code is mandatory in every property procedure (Ferrere (opens in a new tab)). Ask for that code or the finca number and have your notary pull the certificate before you pay.

If you're renting

Paraguay has no specific residential tenancy law; the Civil Code applies. If the contract sets no term, it is presumed to last one year (art. 1881); the deposit is usually one month's rent, and there is no legal cap on increases (InfoNegocios, 2025 (opens in a new tab)). So:

  • Put the term, how the rent will be adjusted and who pays water, power and building fees in writing.
  • Photograph the property's condition when you move in and keep the photos with the contract.
  • Pay the deposit only against a receipt and a signed contract.

Winters in Itapúa are properly cold, with frosts that can drop below -4 °C, especially near the Paraná (Wikipedia (opens in a new tab)): ask how the house is heated before you sign.
