In this guide
In Obligado, a tap, a light bulb or a box of screws is a job for the nearest ferretería (hardware store); for a building project, ask two or three building-supply stores for a written quote on your full list and compare price with VAT, delivery and delivery date. If the town does not have what you need, Hohenau and Bella Vista are on the same Route PY06.
Neighbourhood hardware store or building-supply store?
- Neighbourhood ferretería: home repairs, basic plumbing and electrics, small paint tins, fittings. Bring the old part so they can match it.
- Building-supply store or large ferretería: cement, rebar, bricks, roofing sheets, pipes by quantity, power tools. Ask for a quote on the whole list and what is in stock versus what has to be ordered.
Obligado is building: farmers moving into town are putting up rental apartments and hotels, according to La Nación (2025) (opens in a new tab). In busy building months, ask for the real delivery time before you book the builder.
Buy in Obligado, Hohenau or Encarnación?
On Route PY06, Hohenau is at km 35, Obligado at 38 and Bella Vista at 48 (Wikipedia (opens in a new tab)); Encarnación is about 40 km away (La Nación (opens in a new tab)).
- For urgent items, buy in town even if it costs a bit more: the trip costs too.
- For a big project, get a quote from one store in Obligado and another in Hohenau or Encarnación, with freight to your plot included.
- Outside the town centre many roads are still dirt (Wikipedia (opens in a new tab)). If the site is rural, describe the access and ask whether the truck can get in when it rains.
Do you need a municipal permit?
Yes, if you are going to build, extend, renovate or demolish. Article 235 of Municipal Law 3966/10 says anyone who wants to build, extend, renovate or demolish must first obtain a permit from the municipality, and the Municipality of Obligado cites it in its plan-approval resolutions (Resolution 179/2025 (opens in a new tab)). The municipality is on Avda. Fulgencio Yegros, phone (0717) 20021 or (0717) 20026 (municipal website (opens in a new tab)). Ask there what paperwork is needed before you buy all the material.
What should the quote include?
Paraguay's Consumer Protection Law 1334 (opens in a new tab) gives you three tools:
- Prices must be shown with taxes included.
- The seller must tell you the price, payment terms and how long the offer is valid.
- If an extra cost that could not be foreseen comes up during the job, they must tell you before using it.
Ask for an invoice (factura) for every purchase, as Sedeco recommends (opens in a new tab), and for tools and machines, a written warranty stating its length, what it covers and where repairs are done.
What to watch with electrical material
- Do not buy the cheapest plug: Paraguay's standards institute INTN warned that many are made of cheap plastic and ferrous metal and can overheat, melt and start fires (opens in a new tab); it recommends copper contacts.
- Paraguay runs on 220/380 V at 50 Hz; Brazil uses 127/220 V at 60 Hz (Wikipedia (opens in a new tab)). If you are offered a tool or appliance brought from Brazil, check the rating plate says 220 V.
Plan around the weather
Obligado gets about 1,700 mm of rain a year; October is the wettest month and July and August the driest, while January and February reach 38 °C and winter frosts can go below -4 °C (Wikipedia (opens in a new tab)). For roofs, waterproofing and exterior render, ask for outdoor-rated products and drying times, and do not schedule concrete pours for a rainy week.
Paying and receiving the order
- QR codes are the most used electronic payment: 68.1% of payments processed by Bancard in April 2026 (ABC Color (opens in a new tab)). For big orders, ask about card instalments or bank transfer.
- On delivery, count bags, bars and boxes before you sign the delivery note.
- Keep the invoice with the warranty: it is the first thing you will be asked for if something fails.
Next step: write your list with sizes and quantities, search "ferretería" and "materiales de construcción" on your phone's map around Obligado and Hohenau, and send the same list to two or three stores to compare line by line.
