To choose consulting help in Obligado, start by naming the problem: bookkeeping and VAT for a shop, hiring staff, formalising a small business, or buying land near the Paraná River. Each needs a different adviser. Before you pay anyone, visit the business development centre the Ministry of Industry and Commerce opened in Hohenau, 3 km away, then ask two advisers for a written proposal with scope, timeline and fees.

What kind of advice do you need?

What drives business in Obligado

Obligado calls itself the "Capital of Cooperativism": the Cooperativa Colonias Unidas employs more than 1,200 people, and the town has a network of supermarkets, farm-input trade and a food and animal-feed industry (La Nación, 2025 (opens in a new tab)). The same report says more and more farmers are moving into town and building flats to rent or hotels.

That shapes which adviser suits you:

  • Farmers starting to rent out or build: look for someone who handles both the farm side and rental invoicing, so you do not end up with two firms that never talk.
  • Suppliers to the cooperative or local industry: ask whether the adviser already has clients invoicing large companies and how they handle withholdings and payment terms.
  • Shops on Route PY06: Obligado is at km 38, between Hohenau (km 35) and Bella Vista (km 48) (Wikipedia (opens in a new tab)). A firm in any of the three towns is minutes away; Encarnación, about 40 km, only makes sense for something highly specialised (La Nación, 2025 (opens in a new tab)).

Before you pay: free public support

  • Hohenau Business Development Centre: opened in December 2025 by the Ministry of Industry and Commerce (MIC), through its Vice-Ministry for small businesses, and the Hohenau municipality (La Nación, 2025 (opens in a new tab)). A good first stop to organise your business before hiring anyone.
  • Formalising micro-businesses: under the regulations of the small-business (mipymes) law, micro-businesses can formalise at no cost for their first three years, and the Cédula Mipymes lets them open a bank account (La Nación, 2025 (opens in a new tab)).
  • Simplified share company (EAS): with standard bylaws it can be set up online within 72 hours at no cost (MIC (opens in a new tab)). The legal representative must be Paraguayan or hold a Paraguayan ID card, so if your partners are Argentine or Brazilian without one, that is when a paid adviser earns their fee.

Buying land: the border zone

Law 2532/05 (opens in a new tab) sets a 50 km border security zone along land and river borders. Inside it, unless authorised by executive decree, nationals of neighbouring countries, or companies mostly owned by them, cannot own, co-own or hold usufruct over rural property (art. 2). Notaries cannot record such deals, and the transaction is void (arts. 5 and 8).

If your deal involves an Argentine or Brazilian partner and a farm, have the adviser review it before you sign anything. For the property search itself, see our guide to real estate agencies in Obligado.

What to check before you sign with an adviser

  • Tax ID and standing: with the adviser's RUC you can see their profile in the DNIT no-login services (opens in a new tab), and the DNIT publishes lists of barred businesses and taxpayers in arrears (DNIT (opens in a new tab)).
  • Invoice: every sale of services requires an invoice (ABC Color (opens in a new tab)). Without one you have nothing to claim against.
  • Your Marangatú password is yours: put it in writing and change it if you switch firms.
  • Clear scope: what the monthly fee covers (returns, payroll, questions) and what is billed separately.
  • Calendar: ask for the year's filing deadlines and the dates the adviser needs your receipts.

Send two advisers the same one-page summary (what you do, how many employees you have, what you need solved) and compare their written replies. Pick the one who explains the scope clearly, not the one who promises lower taxes without looking at your numbers.
