To choose business advice in Ñemby, start with the size of your business. A corner shop, hair salon or one-person workshop often only needs an accountant to handle the RUC tax ID and the simplified regime; once you have staff, partners or corporate clients, you need an adviser who knows companies and employment rules. Either way, get the proposal in writing, and first use the free help at the Ministry of Industry and Trade's business centre in neighbouring San Lorenzo.
This guide covers running a business. If your issue is a lawsuit, an inheritance or a disputed contract, see our guide to lawyers in Ñemby.
Accountant, business adviser, or both?
Ñemby has about 116,000 residents and plenty of neighbourhood shops and small industry (Wikipedia (opens in a new tab)). Most people look for help with three things:
- Going formal and filing taxes: RUC registration, e-invoicing and returns in the DNIT (opens in a new tab)'s Marangatú system. A trusted accountant is enough.
- Growing or adding partners: setting up a company, separating personal and business money, and preparing figures for a loan. Here you want an adviser who does more than file returns.
- Hiring: wages, contracts and IPS social security. From 1 July 2026 the minimum wage is G. 3,044,000 (ABC Color (opens in a new tab)), and workers have 9% deducted for IPS (ABC Color (opens in a new tab)). Ask for the full monthly cost before you hire.
Sole traders: the IRE RESIMPLE regime
The DNIT (opens in a new tab) runs a simplified regime for one-person businesses with income up to G. 80,000,000 a year. You pay four fixed quarterly instalments of G. 60,000 to G. 240,000, depending on last year's turnover, due in March, June, September and December, and file the annual return in February on form 502. The DNIT itself cites snack bars, corner shops, hair salons and small traders that are not yet registered (DNIT (opens in a new tab)).
When you talk to an accountant, ask:
- Whether you qualify for RESIMPLE or need another regime.
- The monthly fee, and whether it includes the annual return.
- How they remind you of deadlines, so you never pay a fine for a missed date.
Should you set up an EAS?
If you want to keep your personal assets apart from the business, the simplified joint-stock company (EAS) is the usual route: 13,744 were created between 2021 and November 2024 (La Nación (opens in a new tab)). According to the ministry (opens in a new tab), it is done online at eas.mic.gov.py, takes up to 72 hours at no cost with the standard articles, needs no minimum capital, and partners are liable only up to their contribution. If you are on your own and the standard articles fit, do it yourself and spend the adviser's budget on the bookkeeping that follows.
Free advice next door: the ministry's centre in San Lorenzo
Ñemby borders San Lorenzo to the north (Wikipedia (opens in a new tab)), home to the Central department's Small Business Development Centre (SBDC), run for the ministry by the Paraguayan Industrial Union (opens in a new tab). In 2025, together with the Encarnación and Alto Paraná centres, it gave technical help to 1,170 clients, 68% of them micro-businesses, and ran 139 training events (Última Hora, 2026 (opens in a new tab)). Its free workshops were held at Ceprocal-UPA, Lope de Vega and San Antonio, on topics such as costing and pricing, wages and using data (Última Hora, 2025 (opens in a new tab)), and in late 2025 it added legal basics for small firms (Última Hora (opens in a new tab)). Check the current schedule before you go.
Going there before you hire anyone is worth it: you come out with clearer numbers and a better idea of what to ask an adviser for.
What to check before you pay
- Invoice and RUC: every sale of services needs an invoice (Sedeco via ABC Color (opens in a new tab)). Get one for each payment.
- Not barred: the DNIT (opens in a new tab) publishes lists of barred businesses and taxpayers in arrears.
- Who does the work: at larger accounting firms, ask who will handle your file and through which channel (WhatsApp, email or in person).
- Your logins and records stay yours: if you switch accountants, your Marangatú password and ledgers must come back to you.
Planning meetings in Ñemby
Route PY01 runs through the city (Wikipedia (opens in a new tab)), and from August 2026 the stretch between Cuatro Mojones and Pratt Gill is under works, with grade-separated crossings planned around Ñemby (Hoy (opens in a new tab)). If your adviser is in Asunción or San Lorenzo, hold the first meeting by video call and save the trip for signing. Bring a one-page brief: what you sell, rough monthly turnover, headcount and the decision you need to make.
