In this guide
To choose a lawyer in Ñemby, first pin down the area of law (family, employment, property, inheritance or criminal), ask for the lawyer's Supreme Court registration number, and sign a written fee agreement before work starts. If you cannot afford one, the Public Defence service is free. The city has its own Justice of the Peace court in barrio Caaguazú, but not everything is heard there, so ask at the first meeting where your case will be heard.
If what you need is bookkeeping, tax or setting up a company, our guide to business advice in Ñemby is a better fit.
What kind of lawyer do you need?
A good family lawyer is not always the right person for an employment claim. Before calling, write your issue in one sentence and look for someone who handles similar cases regularly:
- Family: child support, visitation, divorce.
- Employment: dismissal, unpaid wages, IPS contributions.
- Property: buying a plot or house, title deeds, evictions, neighbour disputes.
- Inheritance: a family house or plot.
- Criminal: if you have been reported or need to file a complaint.
At the first meeting, ask how many cases like yours they have handled, how long they usually take, and what happens next.
The Ñemby Justice of the Peace court
The Juzgado de Paz de Ñemby has its own building on calle Ida Esther Rolandi de Centurión in barrio Caaguazú, with two judges' offices, their clerks' offices and two hearing rooms (Judiciary, 2019 (opens in a new tab)). In 2022 it became the first justice of the peace court in Central to use electronic court orders (Judiciary (opens in a new tab)). It belongs to the Central judicial district, which also runs neighbourhood outreach days with the Supreme Court's mediation office (Judiciary, 2018 (opens in a new tab)).
Not every matter is heard there: depending on the type and amount, your case may go to a first-instance court in the district. Ask your lawyer where it will land and how often you will need to attend.
How much does a lawyer charge?
Fees are governed by Law 1376/88 (opens in a new tab):
- With a written contract: the lawyer can set the fee by contract (art. 13). It is the clearest option for both sides, so ask for one before paying a retainer.
- Without a written contract: fees are set according to the law (art. 1).
- Consultations: a verbal consultation is set at a minimum of five daily minimum wages per hour (art. 69); a written opinion at no less than ten (art. 70). The daily minimum wage from July 2026 is G. 117,077 (ABC Color (opens in a new tab)), so an hour of verbal advice starts at roughly G. 585,000.
- Expenses on top: fees exclude costs such as travel outside the lawyer's base (art. 2). Ask which ones you will cover.
Get an invoice for every payment; all sales of services require one (Sedeco via ABC Color (opens in a new tab)).
What if you cannot afford a lawyer?
The Ministry of Public Defence represents people without sufficient means free of charge in civil, employment, children's, administrative and criminal matters. You go to the duty public defender for your judicial district (La Nación (opens in a new tab)), which for Ñemby is Central. For family or neighbour disputes, also ask about mediation, which is usually quicker than a lawsuit.
Before you sign: what to check and bring
- Registration: lawyers are registered by the Supreme Court (opens in a new tab). Ask for the number before signing a power of attorney.
- Who handles your file: at a firm with several lawyers, ask who will attend the hearings.
- Updates: agree on WhatsApp, email or in person, and how often.
- Documents: ID card, contracts, deeds, any notices received and a dated timeline. Bring copies and keep the originals.
- In writing: leave the first meeting with the next steps and the agreed fee on paper.
Planning your visits
Ñemby borders San Lorenzo, Capiatá, San Antonio and Villa Elisa (Wikipedia (opens in a new tab)), and many lawyers work from those cities or from Asunción. From August 2026 Route PY01 is under works between Cuatro Mojones and Pratt Gill, with grade-separated crossings around Ñemby (Hoy (opens in a new tab)), so allow extra time to reach a hearing. A video call saves the trip for the first consultation; keep the visit for signing and handing over documents.
