In Encarnación, a neighbourhood or city-centre ferretería is fine for screws, a tap or a light bulb; for a building project, power tools or bulk materials, an industrial hardware supplier that quotes your list and delivers the load is the better choice. Either way, ask for the price with VAT, the delivery cost and an invoice before you pay.
City centre or Circuito Comercial?
The city has two main shopping areas (opens in a new tab): the centre, once known as Zona Alta, and the Circuito Comercial near customs and the San Roque González de Santa Cruz international bridge to Posadas, which replaced the old Zona Baja.
- If you live or work downtown, a store a few blocks away covers urgent jobs without moving the car.
- If you come in on Ruta PY01 or PY06, or from Cambyretá on local route 14, choose a store on your way into town so you do not cross the centre with a loaded truck.
- The Avenida Costanera, which runs around most of the city, is often the most direct way between barrios.
Encarnación has 50 barrios, 33 urban and 17 rural, so ask whether delivery reaches yours and what it costs before you buy.
Neighbourhood store or industrial supplier?
- Neighbourhood or downtown store: good for home repairs, basic plumbing and electrics, small cans of paint and fittings. Service is quick, and you can bring the old part to match it.
- Industrial supplier (ferretería industrial): better for building sites and workshops: power tools, fasteners by the box, safety gear, welding supplies, construction materials in quantity. Ask for a quote on the full list and compare two or three.
Bring your list in writing with sizes and quantities; quotes come back faster and you can compare item by item.
What should a quote include?
Paraguay's consumer protection law, Ley 1334 (opens in a new tab), gives you three tools:
- Prices must be shown with taxes included.
- The seller must tell you the price, payment terms and how long the offer is valid.
- If an extra material or cost that could not have been foreseen comes up during a job, you must be told before it is used.
Also ask for an invoice (factura) for every purchase, as Sedeco requires (opens in a new tab), and for tools and machines, a written warranty stating how long it lasts, what it covers and where repairs are done.
What about electrical parts?
Do not buy the cheapest plug or socket. Paraguay's standards institute INTN warned that many on sale are made of cheap plastic and ferrous metal and can overheat, melt and start fires (opens in a new tab); it recommends copper contacts. It also introduced standard PNA IEC 60906-1 for household plugs and sockets, rated up to 16 A and 250 V, which was voluntary in 2022. Ask which brand and standard the part meets.
What should you plan for the climate?
Encarnación has a humid subtropical climate, with plenty of rain all year, about 1,760 mm, and frequent winter frosts, especially outside the city (opens in a new tab). For roofing, waterproofing or outdoor installations, ask for weather-rated products and check drying times before scheduling work in a rainy spell.
How do you pay and take delivery?
- Most shops take QR: according to Bancard, it made up 68.1% of electronic payments in April 2026 (opens in a new tab). For large orders, ask about card instalments or bank transfer.
- When the delivery arrives, count bags, bars and boxes before signing the delivery note.
- Keep the invoice with the warranty: it is the first thing you will be asked for if something fails.
