In this guide
To choose a real estate agency in Encarnación, send the same request to two or three (rent or buy, budget, neighbourhood, move-in date) and keep the one that answers three things in writing: its fee and who pays it, which property documents it has, and who the owner is. If you are buying, ask for the property's title certificate (certificado de condiciones de dominio) before paying any deposit; in Encarnación you can process it without travelling to Asunción.
Rent or buy? Start with a clear request
A good agent asks questions before sending photos. Have ready:
- Type: long-term rental, short-term rental or purchase.
- Budget: in guaraníes or US dollars, and whether it includes building fees (expensas).
- Area: the city has around 50 barrios, from Centro and Zona Alta to San Pedro, Quiteria, Ciudad Nueva or Pacu Kua (Wikipedia (opens in a new tab)). Say which ones work for your job, school or university (Universidad Nacional de Itapúa and the Catholic University both have campuses here).
- Date: when you need to move in.
Then ask for viewings grouped by neighbourhood in one morning, not scattered addresses across town.
What to ask before a viewing
- Fee: how much, on what amount, and who pays (tenant, owner or both). Get it in writing.
- Mandate: whether the agency has the owner's signed authorisation to offer the property and collect money.
- Rental terms: guarantee or guarantor, months of deposit, minimum term and how rent is adjusted.
- Utilities: who pays electricity, water, internet and building fees, and whether bills are up to date.
- Condition: ask for an inventory with photos at move-in; it protects your deposit.
Do not be surprised if an agency asks for your ID and where purchase money comes from. In Paraguay, agencies that handle property sales are obliged parties under the anti-money-laundering law (Law 1.015/97) and must report suspicious transactions to SEPRELAD (Ferrere (opens in a new tab)). A serious agency will explain this.
Buying: check the property at the Registry
Before paying a deposit, ask for the finca or matrícula number and the certificado de condiciones de dominio, which shows who owns the property and whether it carries liens or mortgages. The Public Registries directorate (DGRP) has an office in Encarnación that handles reports, deeds and title certificates without a trip to the capital (Judiciary of Paraguay (opens in a new tab)). Since 2025 the certificate can also be requested through the Registry's web service for every district (DTR 01/2025 (opens in a new tab)).
A sale closes with a public deed before a notary (escribano). Choose your own notary, or at least ask who proposes one and what they charge. Never transfer a deposit without a signed receipt stating the amount, the property and what happens if the deal falls through.
Summer changes the market
Encarnación is a summer city. In January and February 2025 it received more than 98,000 tourists, with hotel occupancy above 95% on the busiest weekends, and many visitors rented houses and flats short-term instead (ABC Color (opens in a new tab)). Two consequences:
- Short-term rental for summer: book early and ask for a contract or receipt even for a few days.
- Long-term rental: ask whether the flat is let to tourists in summer; some owners near the Costanera prefer not to sign for a full year.
The riverside avenues were built after the Yacyretá dam works raised the river level (Wikipedia (opens in a new tab)). If you like a place near the water, ask about drainage in heavy rain and noise on summer weekends.
How do you compare two agencies?
What to check · Good sign
Reply · Answers your specific request instead of sending a whole catalogue
Fee · Puts it in writing before the first viewing
Documents · Shows the title or finca number when asked
Viewings · Groups them by neighbourhood and keeps to time
Contract · Lets you read it calmly and take it to your own notary or lawyer
Industry specialists expect Encarnación to keep growing as a property investment hub (InfoNegocios (opens in a new tab)). With more listings and more intermediaries, these checks matter more than how many photos an agent sends.
