To shortlist real estate agencies in Caaguazú, send two or three of them the same written request (buy or rent, house or lot, neighbourhood and budget) and keep the one that explains its commission, shows you the property papers before the viewing and never asks for a deposit without a notary. Caaguazú has one extra point: if the lot is in the old agrarian colony area, first ask whether it has a title.

Why is Caaguazú's market busy?

The city sits on Route PY02, about 180 km from Asunción and 144 km from Ciudad del Este (Wikipedia (opens in a new tab)), and national routes 2, 8 and 13 connect it. In May 2025 the mayor said many people choose to live in Caaguazú while working elsewhere in the department, and real estate was among the most dynamic sectors of recent years (Infonegocios (opens in a new tab)). That means more new subdivisions and more listings on social media, which is reason enough to filter carefully.

Before settling on a neighbourhood, do your daily trip (to the centre, the highway, school) at the real time of day. If you can, see the house in summer and in winter: highs here reach around 42 °C and winter lows drop to about 0 °C (Wikipedia (opens in a new tab)).

How to compare agencies in Caaguazú

  • Commission in writing: how much, who pays it (buyer, seller or both) and when.
  • Owner's authorisation: ask to see that the owner hired them to sell or let the property.
  • Papers from the start: the property's registry number (finca or matrícula) and cadastral account before any viewing.
  • Viewings by area: a good agent plans visits neighbourhood by neighbourhood rather than sending you across the district.
  • Invoice: the consumer-protection office Sedeco reminds that every sale of goods and services needs an invoice (ABC Color (opens in a new tab)), and that includes the commission.

Paraguay has no real estate brokerage law in force; the national real estate chamber (ACIP) is pushing one in Congress (Infonegocios (opens in a new tab)). So references from people who have already bought or rented through an agency matter more.

Lots in the colony: ask about the title

In May 2026 the land agency Indert said it had started regularising the Caaguazú agrarian colony, settled on public land from 1904 and including compañías such as San Lorenzo, Empalado, Toro Blanco and Tacuru Pucú, in order to issue titles to an estimated 20,000 families (La Nación (opens in a new tab)). If you are offered a lot there:

  • Ask whether it has a registered title or some other kind of document.
  • Have your notary check it before you pay any deposit.
  • If there is no title, do not pay for it as if there were one: the price and the risks are different.

What to check before buying a house or lot

  • Certificate of ownership status (certificado de condiciones de dominio): the notary needs it to draw up the deed. It is issued within 10 days at most and is valid for 30; while valid, no new seizures can be registered (Law 2903/06 (opens in a new tab)).
  • Unique property code: since 14 January 2026 the Registro Unificado Nacional merges the public registry and the cadastre and requires a unique code for each property in all procedures (Ferrere (opens in a new tab)). Ask the agency for that code.
  • Approved subdivision: the law requires prior municipal approval plus street and drainage works (Subdivision Law (opens in a new tab)). Check with the Municipality of Caaguazú that the subdivision is approved before signing.
  • Water, power and access: ask how water reaches the property and whether the street is passable after rain.

What to know before renting

According to Infonegocios (June 2025) (opens in a new tab):

  • There is no specific residential tenancy law and a written contract is not legally required. Ask for one anyway.
  • If no term was agreed, the lease is presumed to run for one year (art. 1881 of the Civil Code).
  • The deposit is usually one month's rent.
  • There is no legal cap on increases, so put the adjustment in writing.
  • If a tenant stops paying, the landlord has to go to court for eviction and cannot cut off services.

Red flags

  • A deposit by bank transfer before you have seen the property or the papers.
  • A price far below similar homes in the same neighbourhood.
  • Reluctance to go through a notary, or "the title will come later".
  • Large unexplained cash payments: agencies that buy and sell property must report suspicious transactions to Seprelad, the anti-money-laundering office (Ferrere (opens in a new tab)), so a serious one will ask you for details and documents.
