To choose a doctor in Ciudad del Este, first decide whether you will use the public system, IPS (social security) or a private clinic, then check the doctor in the Health Ministry's register before you book. It takes two minutes and tells you whether the doctor is licensed and whether their specialty is registered. In an emergency, skip the search and call 141, Paraguay's out-of-hospital medical emergency line (ITU (opens in a new tab)).

How do you check that a doctor is licensed?

The Health Ministry runs an online lookup at controldeprofesiones.mspbs.gov.py (opens in a new tab). It shows whether a doctor or dentist is registered, whether they have a registered specialty and whether their registration is current, and it has a button for filing complaints (Hoy (opens in a new tab)).

This matters most for specialists. If you need an ENT, a dermatologist or a cardiologist in Ciudad del Este, make sure the specialty appears in the register, not just on a business card or an Instagram profile.

Public hospital, IPS or private?

  • Hospital Regional de Ciudad del Este (Health Ministry): in 2023 it opened evening consultations from 16:00 to 21:00 for general medicine and paediatrics (paediatrics until 20:00), so people coming from work can get a number in the afternoon (La Nación (opens in a new tab)). Check with the hospital whether those hours still apply.
  • IPS: if you pay into social security, your hospital is the IPS Hospital Regional in Ciudad del Este. In July 2026, insured patients complained to the IPS president about a shortage of specialists, long waits for appointments and slow authorisations (Última Hora (opens in a new tab)). Book early and keep a copy of every referral.
  • Private: clinics and sanatoriums charge per visit or work with prepaid health plans. Ask the price of the consultation and of any tests up front, and whether you get an invoice.

How do you choose a private plan or clinic?

Prepaid health plans and private providers are supervised by the Superintendencia de Salud, which can close them and strike them from the national register of providers when they breach Law 2319/06, as it did with two Asunción firms in 2024 (Última Hora (opens in a new tab)). Before you sign up:

  • Get the list of in-network clinics and doctors in Ciudad del Este in writing.
  • Ask about waiting periods and which tests need prior authorisation.
  • Confirm whether emergencies are covered 24 hours a day, and at which clinic.

What should you ask when booking?

  1. Whether the doctor sees your case (adult or child, first visit or follow-up).
  2. What the consultation costs and how to pay. QR is now Paraguay's most used electronic payment, with 68.1% of payments processed by Bancard in April 2026 (ABC Color (opens in a new tab)), but check whether cards or transfers are accepted.
  3. Whether tests (lab work, ultrasound, CT) are done on site or you will be referred elsewhere.
  4. What to bring: ID, insurance card, previous test results and a list of the medicines you take.

Thinking of seeing a doctor in Foz do Iguaçu?

Many families in Ciudad del Este cross to Foz for specialist treatment, but on 26 June 2026 the Brazilian side suspended the priority lane for patients on the Friendship Bridge, and families reported two- to three-hour waits to get back (Última Hora (opens in a new tab)). If your appointment is across the river, build in that extra time.

Once the doctor's name checks out in the register and your appointment is confirmed in writing, you are ready to go.
