To choose a doctor or clinic in Encarnación, start with your cover: the public Ministry of Health network, IPS (Paraguay's social security) or private insurance. Since July 2025, public specialist care has moved to the new Hospital General de Itapúa, while the old Hospital Regional de Encarnación now handles emergencies and basic consultations. Then choose by specialty, the doctor's actual hours and whether the place does the tests you will need.

Public network: Hospital General de Itapúa or Hospital Regional?

The 2025 change is the first thing to know, because many people still go to the wrong building:

  • Hospital General de Itapúa (HGI). Opened in July 2025 and concentrates specialist care: internal medicine, cardiology, paediatrics, oncology, urology, psychiatry, dentistry and more. Appointments were handed out at the counter from 5:00, first come first served (ABC Color, 2025 (opens in a new tab)). It has 232 beds, 72 of them intensive care, and runs 24 hours (Wikipedia (opens in a new tab)).
  • Hospital Regional de Encarnación (HRE). Now a basic hospital. It keeps adult and children's emergencies, lab, imaging and daytime clinics from 7:00 to 17:00 in internal medicine, paediatrics, traumatology and obstetrics-gynaecology (ABC Color, 2025 (opens in a new tab)). The plan is for the HRE to take lower-complexity cases and take pressure off the HGI (ABC Color, 2025 (opens in a new tab)).
  • Municipal Children's Hospital. Besides emergencies and paediatric specialties, it runs outreach visits to neighbourhoods with medical, nutrition and dental care (Wikipedia (opens in a new tab)).
  • Parque de la Salud. In barrio Ciudad Nueva, run by the municipal health department, with clinical care Monday to Friday, 7:00–17:00 (Wikipedia (opens in a new tab)).

Know what is happening at the HGI: in September 2026 department heads stepped down from their posts, call-centre booking could take an hour or more, and some specialties such as paediatric surgery were missing (ABC Color, 2026 (opens in a new tab)). Check that the specialty you need is seeing patients before you go.

If you are insured with IPS

IPS runs its regional hospital in Encarnación, its main facility in Itapúa (ABC Color, 2022 (opens in a new tab)). In 2022 its imaging service did not work on Sundays or holidays for lack of staff, so patients needing an urgent ultrasound on those days paid for it at a private clinic (ABC Color, 2022 (opens in a new tab)). If your check-up includes tests, ask which days imaging runs before you book.

Is it an emergency or can it wait?

In an emergency call 141 (out-of-hospital medical emergency service) or 911 (ITU (opens in a new tab)). For everything else:

  • Check-up, prescription or a mild problem: the HRE, Parque de la Salud or your IPS service.
  • Public specialist: the HGI, with an early queue or via the call centre.
  • If you cannot wait and can pay: a private clinic. Ask the price of the consultation and any tests first.

How to choose a private clinic in Encarnación

  • Cover: if you have health insurance, get the provider list and check that both clinic and doctor are on it. Prepaid health plans must be registered with the Superintendencia de Salud, which can close them and cancel their registration (Última Hora, 2024 (opens in a new tab)).
  • A registered doctor: the Ministry of Health has a web portal showing each professional's registration, specialty and validity (Hoy, 2022 (opens in a new tab)).
  • Tests on site: lab work, ultrasound or CT in the same clinic saves trips. When the HGI's CT scanner broke down in 2026, its patients had scans at private clinics in the city through the hospital's imaging contractor at no cost to them (ABC Color, 2026 (opens in a new tab)); if you are referred, ask whether that applies before paying.
  • Real hours: ask which days the specialist sees patients, not just the clinic's opening hours.
  • Location: Encarnación has 50 barrios, from Centro and Zona Alta to San Pedro, Quiteria or Ciudad Nueva (Wikipedia (opens in a new tab)). Pick somewhere on your usual route.

What to bring

  • ID or passport, plus your insurance details or IPS status.
  • Previous test results and reports, printed or on your phone.
  • A list of your medicines and doses.
  • If you were seen at the HRE before and now go to the HGI, bring everything: many services moved between the two.

Before leaving, ask for the diagnosis, prescription and next steps in writing.
