In this guide
To shortlist real estate agencies in Coronel Oviedo, send the same written request to two or three of them (buy or rent, house, flat or lot, neighbourhood, budget and move-in date) and keep the one that puts its commission in writing, shows the owner's authorisation and gives you the property registration number (finca) before asking for a deposit. The city mixes urban neighbourhoods with rural settlements, so title and road access matter more than listing photos.
What is the Coronel Oviedo market like?
Coronel Oviedo sits 132 km from Asunción on Route PY02, right where it crosses PY08, which runs north towards Santaní and south towards Guairá, Caazapá and Itapúa (Wikipedia (opens in a new tab)). That makes it a practical base for people who work on the road or across departments.
- Big and spread out. The district has 92 barrios and compañías: 66 urban and 26 rural (Wikipedia (opens in a new tab)). A lot in San Isidro, Universitario or Villa del Maestro is a different proposition from a plot in Aguapety or Potrero Cué, so always ask which kind of area you are looking at.
- Students. There are eight universities (two public, six private), and the main campus of the Universidad Nacional de Caaguazú (UNCA) is in the city (Wikipedia (opens in a new tab)). Rentals near a faculty get competitive at the start of the academic year.
- Growth. UNCA's economics faculty measured 8% growth in 2024, and 100 of the 213 registered industries in Caaguazú are in Coronel Oviedo (InfoNegocios, 2025 (opens in a new tab)). The same report lists low electricity availability as a challenge: if you plan a shop or workshop, ask about the connection's capacity.
What to ask every agency
Send the same questions to each one and compare the written answers:
- Commission: how much, on what amount, who pays it and when.
- Authorisation: a signed authorisation from the owner to market the property and collect money.
- Paperwork: finca or padrón number and the registered owner's name.
- Services and access: water, power, street surface and distance to tarmac. The commercial centre is paved (Wikipedia (opens in a new tab)); in outer barrios and compañías, drive the access road on a rainy day.
- Currency and payment: which currency the price is in and whether you pay by bank transfer with a receipt.
Ask for the tax ID (RUC) and legal name of whoever collects the money. Paraguay has no mandatory broker licence: in August 2025 the national brokers' association (ACIP) was still pushing a brokerage law in Congress (InfoNegocios (opens in a new tab)). If a sale agency asks for your ID and the source of funds, that is normal: real estate sales agencies must report suspicious transactions to SEPRELAD, the anti-money-laundering unit (Ferrere (opens in a new tab)).
Buying a lot in a subdivision
Lots paid in instalments on the edge of town are the most common offer in growing cities. Before signing:
- Ask whether the subdivision (loteamiento) is approved by the Municipality of Coronel Oviedo. Law 1909 on subdivisions (opens in a new tab) requires prior municipal approval and obliges the developer to open the streets and build the required drainage.
- Ask for the approved plan and find your lot on the ground, not just on the brochure.
- Read what happens if you miss an instalment and when you receive the title deed.
How to check the title before paying a deposit
A notary (escribano) signs the deed, and the law forbids them from doing so without a certificado de condiciones de dominio from the Public Registry. It is issued within ten days at most, is valid for thirty days, and while it is valid no seizures or injunctions can be registered against the property (Law 2903/2006 (opens in a new tab)).
Since 14 January 2026 the Registro Unificado Nacional (Law 7424/25) has merged the Public Registry and the Cadastre, and the unique cadastral-registry code is mandatory for every property procedure (Ferrere (opens in a new tab)). Ask for that code or the finca number and have your notary pull the certificate before any money changes hands.
If you are renting
Paraguay has no specific residential tenancy law; the Civil Code applies. If the contract sets no term, it is presumed to run for one year (art. 1881); the deposit is usually one month and there is no legal cap on increases (InfoNegocios, 2025 (opens in a new tab)). So:
- Put the term, how the rent is adjusted and who pays water, power and building fees in writing.
- Photograph the property's condition when you move in and keep the photos with the contract.
- Pay the deposit only against a receipt and a signed contract.
Summer highs reach 42 °C (Wikipedia (opens in a new tab)): check which way the bedrooms face and whether there is air conditioning, or at least wiring for it.
