To choose a school in Coronel Oviedo, first decide on the type (public, state-subsidised private or fully private) and the level your child needs; then time the morning trip, because the city is the junction of Routes PY02 and PY08 and the centre gets congested. With that, shortlist two or three schools and visit them before November, when enrolment for the following year already begins.

Public, subsidised or private?

  • Public: enrolment is free. The Education Ministry (MEC) reminds families that nothing is paid to enrol or to collect grades and that the contribution to the parents' association (ACE) is voluntary (La Nación, 2025 (opens in a new tab)).
  • Subsidised private: receives state funding and follows the official calendar (La Nación, 2026 (opens in a new tab)). Ask which fees it charges and what they cover.
  • Private: sets its own calendar and fees. Get enrolment fee, monthly fee, materials, uniform and extras in writing.

At a private school, Law 5738/16 forbids denying mid-term or final exams or withholding grades over late fees; complaints go to MEC's regional supervision (Hoy, 2024 (opens in a new tab)).

Which level does your child need?

Early education runs up to age 5, basic school has 9 grades (ages 6 to 14) and secondary (Media) has 3 years (ages 15 to 17), with a science or technical track (UNHCR Paraguay (opens in a new tab)). For secondary, ask which tracks each school offers and think about what comes next: Coronel Oviedo has eight universities and the main campus of the Universidad Nacional de Caaguazú (UNCA) (Wikipedia (opens in a new tab)), so many students carry on studying in town without moving.

Big central school or neighbourhood school?

The Colegio Nacional E.M.D. Pedro P. Peña is the city's public reference: in 2024 it had about 2,500 students from 7th grade to the final year of secondary, and ABC Color described it as the most important school in Caaguazú department (ABC Color, 2024 (opens in a new tab); Última Hora (opens in a new tab)). A school that size offers more tracks and student life, but on your visit ask how many students there are per class and which shift your child would get.

For younger children, the neighbourhood school usually wins: less road, less traffic and an easier midday pick-up.

How long will the school run take?

Coronel Oviedo is 132 km from Asunción on PY02, where PY08 branches off towards Villarrica and San Estanislao (Wikipedia (opens in a new tab)). If you live on one side of the highway and the school is on the other, your child will cross it every day.

  • Do the trip on a weekday at drop-off time, not on a Saturday.
  • If you drive the children, don't park illegally outside the school: since May 2024 the municipality uses tow trucks and wheel clamps, with fines of G. 515,455 to G. 1,015,455 plus G. 500,000 for towing (ABC Color, 2024 (opens in a new tab)).
  • Ask whether the school has contracted school transport, or what families living in rural compañías do.

When should you enrol?

In MEC's 2026 calendar, schools opened on 10 February, classes began on 23 February, winter holidays ran from 13 to 23 July and classes end on 30 November (Hoy, 2025 (opens in a new tab)). That calendar was announced in mid-December.

Don't wait for February: in late November 2025 several public schools were already enrolling for the next year (La Nación, 2025 (opens in a new tab)), and in 2024 parents in parts of the country camped outside public schools to secure a place (Última Hora (opens in a new tab)).

What does your child get, and what to ask on the visit?

At public and subsidised schools:

On the visit, ask about class sizes, shifts, how the school communicates with families and what support exists for children with specific needs. If a public school asks you to pay to enrol, MEC takes complaints on (021) 497-555, the free line 0800-114975 or quejasydenuncias@mec.gov.py (La Nación, 2025 (opens in a new tab)).
