To choose a doctor in Presidente Franco, first decide which route you will use: the Ministry of Health's District Hospital, the IPS health unit if you pay into Paraguay's social security, or a private practice or clinic. Then check the doctor in the Ministry of Health register before booking. In an emergency, do not search: call 141, the out-of-hospital medical emergency service (ITU (opens in a new tab)).
The District Hospital: what to expect
Hospital Distrital de Presidente Franco is the city's public hospital. In 2023 the Alto Paraná governorate spent about G. 980 million on its paediatrics ward, kitchen, laundry, ambulance access and a new generator (La Nación, 2023 (opens in a new tab)).
Before you go:
- Specialist slots go early and are few. In July 2024 patients queued from 2:30 a.m. for urology, which saw patients on Mondays and Tuesdays with limited slots (Última Hora, 2024 (opens in a new tab)). Ask which days your specialty runs before getting up at dawn.
- Medicines may be short. In 2020 staff and residents protested over missing supplies, with families buying medicines themselves (Última Hora, 2020 (opens in a new tab)). After the consultation, ask whether the hospital pharmacy has your prescription before going to a private one.
IPS in Franco: appointments and referrals
If you are covered by IPS, your unit is the IPS Health Unit in Presidente Franco, one of the oldest in the department. It offers gynaecology, paediatrics, general medicine, diabetology and traumatology, seeing almost 490 patients a day on average. In July 2026 its director warned that a gynaecologist, a paediatrician, a GP and a diabetologist had retired without replacement, that its only ambulance had been out of service for over a year and that emergencies rely on the Ciudad del Este system (ABC Color, 2026 (opens in a new tab)).
- Book early and keep a copy of every order and referral.
- In an emergency, do not wait for the unit's ambulance: call 141 or go straight to an emergency department in CDE.
When to go to Ciudad del Este
Franco borders CDE across the Saltito stream (Wikipedia (opens in a new tab)), so many specialties are handled next door. In 2023 the Hospital Regional de Ciudad del Este opened an evening clinic from 16:00 to 21:00 with general medicine and paediatrics (paediatrics until 20:00) for people coming from work (La Nación, 2023 (opens in a new tab)). Check the hours are still current before going.
How to check a private doctor
The Ministry of Health's online lookup at controldeprofesiones.mspbs.gov.py (opens in a new tab) shows whether a doctor or dentist is registered, whether a specialty is recorded and whether the registration is valid, with a button to file complaints (Hoy (opens in a new tab)). Make sure the specialty appears in the register, not just on a business card or Instagram.
If you are buying prepaid health cover, the Superintendencia de Salud supervises those companies and can close them and cancel their registration for breaching Law 2319/06 (Última Hora, 2024 (opens in a new tab)). Before signing:
- Get the network of clinics and doctors in Franco and CDE in writing.
- Ask about waiting periods and which tests need prior authorisation.
- Confirm which clinic covers emergencies 24 hours a day.
What to ask when booking
- Whether the doctor sees your case: adult or child, first visit or follow-up.
- The consultation fee and how to pay (cash, QR, card or bank transfer).
- Whether lab tests and ultrasound are done on site or referred elsewhere.
- What to bring: ID, insurance card, previous results and a list of your medicines.
If you plan to see a doctor in Foz do Iguaçu
Since 26 June 2026 the Brazilian side has suspended the priority lane for patients on the Friendship Bridge, and families reported two- to three-hour waits to return (Última Hora, 2026 (opens in a new tab)). From Franco there is also the Integration Bridge: since 14 September 2026, residents' private cars with the border-resident document (DTVF) cross from 7:00 to 13:00 and the Franco–Foz urban bus runs from 7:00 to 19:00 (Paraguayan Foreign Ministry (opens in a new tab)). Plan your return if your appointment in Foz is in the afternoon.
