To budget for life in Luque, look at three things besides the rent: what it costs to reach Asunción while the road works continue, whether the street floods in every storm, and how long health care takes. Luque borders Asunción and has Silvio Pettirossi airport and CONMEBOL's headquarters inside its limits (Wikipedia (opens in a new tab)), so it is pricier near those hubs and cheaper towards Areguá.

What income should you plan around?

From 1 July 2026 the minimum wage is G. 3,044,000 a month (ABC Color, 2026 (opens in a new tab)). Employees pay 9% into IPS, the social security health system (ABC Color, 2022 (opens in a new tab)), which leaves G. 2,770,040 take-home on the minimum. Use the net figure as the ceiling for fixed costs.

Where to rent or buy on your budget

  • By area: a developer interviewed in 2025 said towers and Asunción-style projects are going up near Ñu Guasu, Campo Grande and the CIT, while prices are more accessible towards Areguá (Infonegocios, 2025 (opens in a new tab)). Neighbourhoods such as Cuarto Barrio and Laura Vicuña are already well established.
  • The lease: Paraguay has no specific tenancy law. The deposit is usually one month, a lease with no term is presumed to run one year, and there is no cap on increases (Infonegocios, 2025 (opens in a new tab)). Ask for a receipt and put the yearly increase in writing.
  • If you plan to buy: Luque leads applications for Che Róga Porã, the state first-home loan, ahead of Capiatá and Ñemby (La Nación, 2026 (opens in a new tab)). The programme, with the AFD development bank, finances first homes over up to 30 years (ABC Color, 2025 (opens in a new tab)). Compare the instalment with your current rent.

Does the house flood when it rains?

This question can save you the most money. In the storm of 16 March 2026, Avenida Gral. Aquino (Tape Tuja), the Centro, Avenida Nanawa, Bella Vista, the Luque–Limpio road and several informal settlements went under water; residents blamed the overflowing Itay stream on the avenue's widening works (ABC Color, 2026 (opens in a new tab)). In barrio Tarumandy, water undermined foundations and made cesspits overflow (ABC Color, 2026 (opens in a new tab)). Visit the house after heavy rain and ask the neighbours. One ruined fridge wipes out months of savings.

For electricity, expect air conditioning to push up your ANDE bill from December to March, and note that a July 2026 study recommended raising the average tariff by up to 39.4% gradually until 2030 (Última Hora, 2026 (opens in a new tab)).

How much does the trip to Asunción cost?

  • Bus: in May 2026 the government aimed to hold fares at G. 2,300 on standard buses and G. 3,400 on premium (diferencial) buses (Última Hora, 2026 (opens in a new tab)). Two trips a day for 22 working days is 44 fares: G. 101,200 standard or G. 149,600 premium. Double it if you change buses.
  • Road works: widening of the Tape Tuja is only due to finish in the first half of 2027, and the Las Residentas viaduct is causing detours on Avenida Silvio Pettirossi (La Nación, 2026 (opens in a new tab); ABC Color, 2026 (opens in a new tab)). Until then, allow extra travel time.
  • Car: work out real kilometres at the day's fuel price and add parking in Asunción.

Where can you save on food?

How much to set aside for health

Public care is free, but you pay in time. In March 2026, adults at the IPS Luque emergency unit waited more than four or five hours to see a general physician (ABC Color, 2026 (opens in a new tab)), and in 2024 patients spent the night on the pavement outside the Hospital General de Luque waiting for specialist appointments (Última Hora, 2024 (opens in a new tab)). If you have IPS, ask about the evening consultations from 19:00 to 22:00 at outlying clinics, including Luque's (ABC Color, 2023 (opens in a new tab)); they save you a day off work. Still keep a line for medicines and the odd private test.
