To build a budget for Coronel Oviedo, start with four fixed costs (rent, electricity, food and transport) and weigh them against the minimum wage, which has been G. 3,044,000 a month since 1 July 2026. Then add the costs that weigh more inland than in Asunción: trips along the PY02 highway, an electricity connection if you rent a house without one, and a cushion for healthcare.

What is the reference salary?

The minimum wage rose 5% under Decree 6225/26: G. 3,044,000 a month for day work, a daily wage of G. 117,077 and G. 12,683 an hour (ABC Color, 2026 (opens in a new tab)). It was previously G. 2,899,048 (La Nación, 2026 (opens in a new tab)). If you're offered a job in Oviedo, use that figure as the floor for comparison, and if the job is formal, ask from which month you'll be registered with IPS, the social security health system, because that decides which hospital you can use.

What to check before renting

Paraguay has no specific rental law: the Civil Code applies and almost everything depends on the contract (Infonegocios, 2025 (opens in a new tab)).

  • Deposit: no legal amount; one month's rent is usual. Ask for a receipt.
  • Term: if the contract says nothing, it's presumed to run for one year.
  • Increases: there's no legal cap. To avoid surprises, ask for an annual adjustment clause (for example, tied to the CPI).
  • Repairs: put in writing who pays for what.

Coronel Oviedo has eight universities and the main campus of the UNCA (Wikipedia (opens in a new tab)), so near the faculties you'll compete with students at the start of the academic year. Search before February if you can.

How much does it cost to connect electricity?

If the house has no meter in your name, ANDE (the state utility) charges connection fees. In September 2024 a single-phase residential connection (1x10 breaker) cost G. 89,745 and a three-phase one (3x60) G. 1,818,852, based on a 12-metre frontage (ABC Color, 2024 (opens in a new tab)). The application has to be signed by an ANDE-registered electrician, and inland the hook-up can take longer than the usual 48 hours in the metro area.

If you're opening a shop or workshop, ask about available power before signing: low electricity availability is listed among the city's challenges (Infonegocios, 2025 (opens in a new tab)).

Where to save on food

  • Mercado Municipal Nº 1: the place for fruit, vegetables and bulk buying, but parking nearby is almost impossible and shoppers leave their cars several blocks away (ABC Color, 2024 (opens in a new tab)). Don't risk it: since May 2024 the municipality has used tow trucks and wheel clamps, with fines from G. 515,455 to G. 1,015,455 plus G. 500,000 for towing (ABC Color, 2024 (opens in a new tab)). One fine like that wipes out weeks of savings.
  • Producer fairs: in 2023 the strawberry fair ran on Fridays in front of the municipality, with growers' groups selling fruit, juice and jams for as long as the season lasted (Última Hora (opens in a new tab)). Ask at the municipality whether this year's has started.
  • Supermarket: banks offer discounts on a fixed weekday, with specific cards and a monthly cap (ABC Color, 2024 (opens in a new tab)). Do your big shop that day.
  • Payment: QR already makes up 68.1% of electronic payments in Paraguay (ABC Color, 2026 (opens in a new tab)); it also gives you a spending record without writing things down.

How much does transport weigh?

Coronel Oviedo is 132 km from Asunción on the PY02, where it crosses the PY08 towards Villarrica and Santaní (Wikipedia (opens in a new tab)). If you travel to the capital often, this is the cost that grows fastest.

  • By bus: the municipal terminal has heavy demand towards Asunción and Ciudad del Este and gets saturated over the year-end holidays (Última Hora (opens in a new tab)). Buy tickets early in those weeks.
  • Fares: Dinatran, the transport authority, publishes official fares and asks passengers to report overcharging (Hoy, 2025 (opens in a new tab)); check the current fare on its site before you budget the month.
  • By car: fuel prices change several times a year; note the price at your usual station each time you fill up.

What about healthcare?

With IPS, you have the IPS regional hospital in the city (IPS (opens in a new tab)). Without it, the public Hospital Regional de Coronel Oviedo sees 800 to 1,000 patients a day, but in August 2024 there were waits of over five hours, lab tests booked one or two months out and shortages of basic medicines (ABC Color, 2024 (opens in a new tab)). Set aside a monthly amount for medicines and the odd private lab test.

Free things to do

The José Segundo Decoud and San Isidro squares were slated for family-friendly remodelling in 2025 (La Nación (opens in a new tab)). In October, around the city's anniversary, the Festival del Ajo takes place; at the edition Última Hora covered, children up to 10 got in free (Última Hora (opens in a new tab)).
