To build a budget for Concepción, start with five lines: rent, electricity, food, transport and health, and set them against the minimum wage, which since 1 July 2026 is G. 3,044,000 a month. Then add what weighs differently in the north: heat that drives up the power bill, six-hour trips to Asunción and rents that could climb with the Paracel works. The good news: several of the city's outings are free or very cheap.
What is the income floor?
The minimum wage rose 5% under Decree 6225/26: G. 3,044,000 a month, G. 117,077 a day and G. 12,683 an hour (ABC Color, 2026 (opens in a new tab)). Use it as the floor when comparing a job offer and, for a formal job, ask from which month you will be registered with IPS, the social security health system.
What to check before renting
Paraguay has no specific tenancy law: the Civil Code applies and almost everything depends on the contract. The deposit has no legal amount (one month is usual), a contract with no term is presumed to last one year, and there is no legal cap on increases (InfoNegocios, 2025 (opens in a new tab)).
That matters more in Concepción right now. Infrastructure works for the Paracel pulp project began in May 2026 at Paso Horqueta (Hoy, 2026 (opens in a new tab)), and Concepción's traders' and industry association estimated that some 10,000 people could need housing in the area at the construction peak (InfoNegocios, 2026 (opens in a new tab)).
- Sign for two years if you can, with a written annual adjustment clause (for example, tied to the CPI).
- Put in writing who pays for each repair.
- If you are thinking of buying land, in February 2025 there were 12 x 30 m lots from G. 32,750,000 near the future IPS hospital and the road to Loreto (InfoNegocios, 2025 (opens in a new tab)). Ask for the current price and the subdivision's municipal approval.
How much does electricity weigh?
Concepción reaches highs of 42 °C in summer and is wettest from November to January (Wikipedia (opens in a new tab)): air conditioning is what moves the bill. Before renting, check for shade, cross-ventilation and a meter of its own.
If the meter isn't in your name or the house has no connection, the state utility ANDE charges connection fees: in September 2024 a single-phase connection (1x10) cost G. 89,745 and a three-phase one (3x60) G. 1,818,852, signed off by a registered electrician (ABC Color, 2024 (opens in a new tab)).
Where does the food budget go further?
- Mercado Municipal: a covered market open every day with vegetables, fruit and fish, on Presidente Franco street about 100 m west of Avenida Pinedo (Wikivoyage (opens in a new tab)). Buy fresh food there and keep the supermarket for packaged goods.
- Farmers' market: the Concepción market growers' association had its own site in barrio Itacurubí from 2013, according to ABC Color (2015) (opens in a new tab). Ask whether it still runs and on which days.
- Fish and the closed season: during the veda, river fish may not be caught or sold; in 2025 it started on 2 November and, in waters shared with Brazil, ran until 31 January (La Nación, 2025 (opens in a new tab)). Plan meals around it.
- Supermarket: banks announce fixed discount days with specific cards (La Nación, 2024 (opens in a new tab)). Note which one works for you and do the big shop that day.
- School meals: in 2025 the Hambre Cero programme reached 46 schools in the city with breakfast, lunch and an afternoon snack (La Nación, 2025 (opens in a new tab)). If your children attend a public school, ask whether it is covered.
What does getting around cost?
- To Asunción: the bus takes about six hours and leaves every 1.5 to 2 hours between 5:00 and 23:15 from the terminal, about eight blocks north of Presidente Franco (Wikivoyage (opens in a new tab)). Dinatran, the transport regulator, publishes official fares and asks passengers to report overcharging (Hoy, 2025 (opens in a new tab)): check the current fare before paying.
- In town: the centre is compact and walkable. Outside Asunción taxis have no meters, so agree the price before getting in (iExplore (opens in a new tab)).
What about health?
The Hospital Regional de Concepción, run by the Health Ministry, is the department's main hospital, but in September 2026 it was short of supplies and medicines and some patients had to buy them outside (ABC Color, 2026 (opens in a new tab)). Keep a fund for medicines even if you use public care. Free programmes save a lot: in 2026 the hospital was operating on cataracts at no cost, with appointments from 6:00 in the public-health section (ABC Color, 2026 (opens in a new tab)).
What can you do for next to nothing?
- Puerto Antiguo at sunset: the city's most visited spot, and the view is free. From there, boats crossed to Chaco'i for G. 8,000 in 2023, with life jackets (ABC Color, 2023 (opens in a new tab)).
- Avenida Pinedo: walk it end to end. It has pieces of an open-air industrial museum and the 24 m monument to María Auxiliadora (ABC Color, 2023 (opens in a new tab)).
- Museo del Cuartel: more than 400 objects, including an 1864 carriage (ABC Color, 2024 (opens in a new tab)).
- Festival del Río Paraguay: in 2026 it was held at Puerto Antiguo with a G. 25,000 ticket (Concepción al Día, 2026 (opens in a new tab)).
- Expo Concepción: in 2026 it ran from 31 August to 6 September at Campo Nanawa, with concerts and family entertainment (Última Hora, 2026 (opens in a new tab)). If you plan to go, start setting money aside in July.
