To choose a school in San Bernardino, first settle the level and whether you want a public, subsidised private or private school; then look at the daily trip, which in San Ber depends heavily on the access from Route PY02 and on the tourist season. Visit in person on a weekday and get fees and dates in writing.

Which level and which kind of school?

Paraguayan schooling runs in three levels (opens in a new tab):

  • Educación Inicial: ages 0 to 5, from nursery to preschool.
  • Educación Escolar Básica: ages 6 to 14, nine grades in three cycles.
  • Educación Media: ages 15 to 17, three years, with a science or technical bachillerato.

The type of school matters too. Enrolment at public schools run by the state is free; subsidised private and private schools charge fees set by each school. San Bernardino is a small town of just over 12,000 people in the 2022 census (opens in a new tab), so not every level or bachillerato track will be in the same place. If your children will move from Básica to Media, ask now where they continue.

Enrolling in a public school

The Ministry of Education (MEC) repeats it every year: at state-run schools you should not pay anything at all to enrol or confirm a place (opens in a new tab). The parents' association (ACE) takes voluntary contributions but cannot make enrolment conditional on them or ask you to pay dues first.

  • When: some public schools open enrolment for the next year as early as late November. Ask the school office for the exact date.
  • If you are asked to pay: report it to the MEC on (021) 497-555, 0800-114975 or quejasydenuncias@mec.gov.py.

What to ask a private or subsidised school

Get the enrolment fee, monthly fee, number of instalments per year and extras in writing: uniform, supplies, trips, meals or transport. Also ask when classes start: in 2026 the MEC set the official start on 23 February and the end on 30 November (opens in a new tab), but many private schools started earlier, most on 9 February according to the private schools' association.

It also helps to know what a school cannot do if you fall behind on fees. Law 5738/16 (opens in a new tab) bars private schools from denying mid-term or final exams, withholding report cards, publicising the debt or bringing instalments forward; fines run from 5 to 50 minimum wages.

How the commute shapes the choice

San Bernardino is about 50 km from Asunción (opens in a new tab). You get there on Route PY02 (the old Ruta 2) and the Luque–Ypacaraí branch, or on the Luque–San Bernardino road on the other side of the lake; buses from Asunción come in via PY02.

What to look at on the visit

Book the visit on a weekday during school hours, not on a Saturday. Look at:

  • Class sizes and whether there are places in the grade you need.
  • Morning, afternoon or extended-day shifts, and how they fit your work.
  • Where children come in and out, and whether there is room to park or stop.
  • Which extra activities are offered and which cost extra.

Leave with a sheet or a WhatsApp message listing costs and dates. Comparing two schools with that in hand is much easier than doing it from memory.
