To rent or buy in Filadelfia, start with two questions that matter less elsewhere: can the plot or house be titled in your name, since much of the land belongs to the Fernheim Cooperative, and where does the water come from? Then stick with the agent or owner who answers in writing, shows you the property in person and lets you check the title before asking for money.

What changes in a Mennonite colony town?

Filadelfia grew as the centre of the Fernheim Colony and lies about 470 km from Asunción via the Trans-Chaco highway, with Loma Plata 25 km away (Wikipedia (opens in a new tab)). The key housing fact is land ownership: in 2019 the municipality's urban planning head said the Fernheim Cooperative was still the main landowner in town, and that of 5,690 urban plots, 2,708 (47.5%) could be titled to people who are not cooperative members (ABC Color, 2019 (opens in a new tab)).

So before falling for a plot, ask in writing:

  • Whether it can be deeded to you if you are not a cooperative member.
  • Who the current titleholder is, and the property registry number (finca or padrón).
  • Whether the subdivision is approved by the municipality: Law 1909 on subdivisions (opens in a new tab) requires prior municipal approval and makes the developer open streets and build drainage.

Water and heat: what matters most in the Chaco

Filadelfia's groundwater is too salty to drink, and most drinking water comes from cisterns filled by rain (Wikipedia (opens in a new tab)). The aqueduct carrying Paraguay River water from Puerto Casado supplies distribution centres in Loma Plata, Filadelfia and Neuland, but in 2022 the water utility ESSAP acknowledged repeated faults, and where there was no network, water was sold by tanker truck (Última Hora, 2022 (opens in a new tab)).

At every viewing, ask:

  • How many litres the cistern holds and whether that lasts your household through the year.
  • Whether the house is on mains water or depends on tanker deliveries, and who pays for each load.
  • How many air conditioners there are and their condition: summers top 40 °C (Wikipedia (opens in a new tab)), so ask to see a hot-month electricity bill.

If you are renting

Paraguay has no specific residential tenancy law. If the contract sets no term, the Civil Code presumes one year (art. 1881); the deposit is usually one month and there is no legal cap on increases (InfoNegocios, 2025 (opens in a new tab)). So:

  • Put rent increases, the term and early-exit terms in writing.
  • Spell out what "furnished" and "utilities included" mean: tanker water, power, internet.
  • Photograph the house, meters and cistern on move-in and keep the photos with the contract.
  • Pay the deposit only against a receipt and a signed contract.

If you are buying: check the title

A notary (escribano) handles the deed, and the law bars them from signing a transfer without the certificate of ownership conditions (certificado de condiciones de dominio) from the Public Registry. It is issued within ten days at most, is valid for thirty, and while valid no liens can be registered on the property (Law 2903/2006 (opens in a new tab)). Since 2025 it can be requested online when the record is digitised (DTR 01/2025 (opens in a new tab)), handy if you are searching from afar.

If you are asked for ID and the source of funds, that is normal: real estate firms that broker sales are obliged entities under Paraguay's anti-money-laundering agency SEPRELAD (Ferrere (opens in a new tab)). Ask for the tax ID (RUC) and legal name of whoever takes your money.

Searching from Asunción or abroad

  • Don't pay a deposit sight unseen. It is about six hours by road, but access, the cistern and the air conditioning don't show in photos.
  • Book viewings in business hours: many businesses close at midday on weekdays, on Saturday afternoon and on Sunday (Wikivoyage (opens in a new tab)).
  • Compare with Loma Plata, 25 km away, if your work lets you live in either.
  • Keep WhatsApp chats with prices and promises.

FAQ

Can I buy land in Filadelfia without being a Fernheim Cooperative member?
