To choose consulting help in Pedro Juan Caballero, start with how your business makes money: a downtown shop living off Brazilian shoppers, a company with partners in Ponta Porã and a plant producing for Brazil each need a different adviser. Ask two advisers for a written proposal with scope, timeline and fees, and ask them plainly how many cases like yours they have handled.
What kind of advice do you need?
- Accounting and tax: tax ID (RUC), VAT, income tax, ledgers and e-invoicing in the DNIT (opens in a new tab)'s Marangatú system. The basics for almost any business.
- Selling to tourists: if you import and sell to Brazilian shoppers, look for someone who knows the Shopping Tourism Regime (below).
- Export manufacturing: if you will produce goods or services for a foreign client, the subject is maquila.
- Employment: contracts, payroll and IPS social security. Since 1 July 2026 the minimum wage is G. 3,044,000 a month (ABC Color (opens in a new tab)).
- Legal: debt collection, claims or lawsuits. To represent you in court, the adviser must be a lawyer registered with the Supreme Court (opens in a new tab).
Selling to Brazilians: the Shopping Tourism Regime
Decree 2063/24 created a regime to import certain goods and sell them to foreign individuals not resident in Paraguay. Pedro Juan Caballero is one of the border cities where you need at least one shop to qualify; the effective VAT rate drops to 1.25% for goods in the decree's annex, and a 1% corporate income tax advance is collected at customs (DNIT, 2024 (opens in a new tab)). Entry requires capital of G. 6,000 million (InfoNegocios, 2024 (opens in a new tab)).
Ask the adviser:
- Whether they have registered companies under this regime, and whether your company is on the DNIT's list of registered taxpayers (opens in a new tab) or what it still needs.
- How they separate sales to tourists from sales to local customers in your books.
- How they record Pix payments: many shops in the city take Pix through card machines that generate a QR code, charged in reais at the current rate (Campo Grande News, 2025 (opens in a new tab)).
The calendar and the exchange rate matter too
Trade in Pedro Juan follows the Brazilian real. In December 2024, with the dollar at R$ 6, Brazilians' buying power had fallen (InfoNegocios, 2024 (opens in a new tab)); a year later, with the real near 5 to the dollar, November sales rose about 30% (InfoNegocios, 2025 (opens in a new tab)). A good adviser helps you decide which currency to buy, sell and keep your books in.
Peak weeks such as Crazy Week (25-28 June in 2026) and Black Friday Frontera (18-20 September) (ABC Color (opens in a new tab); ABC Color (opens in a new tab)) fill your schedule and your accountant's. Agree in advance who enters those days' invoices and when the firm needs your receipts.
Producing for Brazil: maquila
Amambay holds 6% of companies with an approved maquila programme between 2001 and 2026, and from January to July 2026, 61% of Paraguay's maquila exports went to Brazil, according to the MIC's July 2026 report (opens in a new tab). If you plan to manufacture or assemble for a Brazilian client, hire an adviser who has already filed maquila programmes and can coordinate with your customs broker. Ask for concrete examples.
Brazilian partners, land and language
- Setting up the company: a simplified share company (EAS) with standard bylaws can be opened online within 72 hours at no cost, but the legal representative must be Paraguayan or hold a Paraguayan ID card (MIC (opens in a new tab)). If no partner has one, that is where a paid adviser earns their fee.
- Buying farmland: Law 2532/05 (opens in a new tab) sets a 50 km security zone along the borders. Inside it, unless authorised by decree, nationals of neighbouring countries cannot own rural property, and notaries cannot record such deals. Pedro Juan sits on the dry border with Ponta Porã (Wikipedia (opens in a new tab)), so check this before signing anything. For the search itself, see our guide to real estate agencies in Pedro Juan Caballero.
- Language: Spanish, Guaraní and Portuguese are all spoken in the city (Wikipedia (opens in a new tab)). Agree which language reports and contracts will be in, and who pays for translations.
What to check before you sign
- Tax ID and standing: with the adviser's RUC you can see their profile in the DNIT no-login services (opens in a new tab), and the DNIT publishes lists of barred businesses and taxpayers in arrears (DNIT (opens in a new tab)).
- Invoice: every sale of services requires an invoice (ABC Color (opens in a new tab)).
- Your Marangatú password is yours: put it in writing and change it if you switch firms.
- Scope: what the monthly fee covers and what is billed separately (registrations, customs procedures, lawsuits).
Send two advisers the same one-page summary and pick the one who explains the scope clearly. If you are also working out household costs, see our Pedro Juan Caballero budget guide.
