To budget in Pedro Juan Caballero, start with fixed costs in guaraníes (rent, power, food and transport) and measure them against the minimum wage, which has been G. 3,044,000 a month since 1 July 2026. Then add what moves the month on this border: the real-dollar-guaraní exchange rate, whether you shop on this side or in Ponta Porã, and the 452 km trips to Asunción.

What is the reference wage?

The minimum wage rose 5%: G. 3,044,000 a month, a day rate of G. 117,077 and G. 12,683 an hour from 1 July 2026 (ABC Color (opens in a new tab); IP Paraguay (opens in a new tab)). In formal jobs, workers pay 9% of their wage into IPS, the social security fund (ABC Color, 2022 (opens in a new tab)); that gives you access to the IPS hospital, so count it as part of your health budget.

If you are paid in reais (because you work in Ponta Porã or get money from family in Brazil), budget in the currency you earn and convert only when you pay.

Why does the exchange rate matter so much here?

Pedro Juan and Ponta Porã share a dry border: Avenida Internacional Dr. Francia is the line (Wikipedia (opens in a new tab)). Much of the city's trade depends on Brazilian shoppers, so prices and promotions follow the real.

For your budget that means one habit: log each expense in the currency you paid and the day's rate, and review the sheet monthly. When the real is strong, shopping on the Paraguayan side may pay off; when it is weak, the reverse.

Where can you save on shopping?

  • Neighbourhood supermarkets: supermarkets and budget clothing are concentrated in the outer neighbourhoods; downtown is electronics, phones and computers (InfoNegocios, 2024 (opens in a new tab)). For the weekly shop you don't need to go downtown.
  • Sale weeks: Crazy Week (25–28 June in 2026, with 10% to 50%+ discounts) and Black Friday Frontera (18–20 September in 2026, with 100+ shops in Pedro Juan and 40+ in Ponta Porã) are the time for big electronics or appliance purchases (ABC Color (opens in a new tab); ABC Color (opens in a new tab)). Skip those days for everyday errands: the city fills up.
  • Paying by Pix: many shops take Pix through machines that generate a QR code; you pay in reais with IOF tax and the current rate applied (Campo Grande News, 2025 (opens in a new tab)). Ask for the total in reais before scanning and compare it with paying in guaraníes.
  • Invoice: always ask for one; every sale requires it (ABC Color (opens in a new tab)). It helps you track the month and file complaints.

What should you check before renting?

Paraguay has no specific tenancy law; the Civil Code applies (InfoNegocios, 2025 (opens in a new tab)).

  • Deposit: no legal amount; one month is usual. Pay it against a receipt.
  • Term: if the contract is silent, it is presumed to be one year.
  • Increases: no legal cap. Have the contract say how rent is adjusted and in which currency.

The city has about 15,000 medical students, 99% of them Brazilian (InfoNegocios, 2024 (opens in a new tab)), and they are house-hunting too. If you want to live near the universities, look before term starts. If you need a shop, the same article noted many empty units downtown, so there is room to negotiate.

How much does transport weigh?

Pedro Juan is 452 km from Asunción; Route PY05 links it to Concepción and PY17 to Salto del Guairá, and seven long-distance bus companies serve the city (Wikipedia (opens in a new tab)). If you travel to the capital often for paperwork or health care, that is the line that blows up. Dinatran, the transport authority, publishes official fares and asks passengers to report overcharging (Hoy, 2025 (opens in a new tab)); check the current fare before you plan.

Crossing into Brazil with purchases: Receita Federal allows US$ 500 per person for land arrivals, individual and non-transferable (Receita Federal (opens in a new tab)). Go over it and the tax eats your savings.

What about health?

The city has the Hospital Regional, whose intensive care unit was renovated in 2020, and a new IPS building with 25 inpatient and 10 emergency beds (Wikipedia (opens in a new tab)). Even with IPS, keep a monthly line for medicines and the odd private test.
