To build a budget in Fernando de la Mora, start from four fixed costs (rent, electricity, food and transport) and measure them against the minimum wage, which since 1 July 2026 is G. 3,044,000 a month. The city's advantage is that Asunción is about 6 km away; what people tend to miss is whether the street they rent on floods, how long the daily commute takes, and the lack of a municipal market for cheap shopping.
What is the reference salary?
The minimum wage rose 5% under Decree 6225/26: G. 3,044,000 a month for daytime work, G. 117,077 a day and G. 12,683 an hour (ABC Color, 2026 (opens in a new tab)). Use it as the floor when comparing a job offer, and if the job is formal, ask from which month you will be enrolled in IPS, the social-security health system.
What to check before renting
Housing demand has been rising in Fernando de la Mora, along with Luque and Lambaré (ABC Color, 2025 (opens in a new tab)), so good-value places go fast. Paraguay has no specific tenancy law: the Civil Code applies and almost everything depends on the contract (Infonegocios, 2025 (opens in a new tab)).
- Deposit: no legal amount; one month's rent is usual. Get a receipt.
- Term and increases: if the contract is silent, a one-year term is presumed, and there is no legal cap on increases. Ask for a written annual-adjustment clause.
- Rain: before signing, ask neighbours what happens in a storm. The municipality has told drivers to avoid stretches such as Cacique Cara Cara from Benza Carrera or Humaitá from Olimpo to Avelino Martínez on rainy days (La Nación, 2022 (opens in a new tab)), and in May 2026 residents of Estanzuela and Zona Norte protested that a storm drain from the Mariscal López roadworks was flooding their homes (ABC Color, 2026 (opens in a new tab)). One ruined appliance wipes out months of savings.
- Electricity: if the meter is not in your name, ANDE, the state power company, charges connection fees: in September 2024, G. 89,745 for a single-phase home connection (1x10). In the metro area it takes about 48 hours after payment, and a registered electrician must sign the request (ABC Color, 2024 (opens in a new tab)).
How much does commuting to Asunción cost?
Fernando de la Mora is a commuter town: many residents work in Asunción (Wikipedia (opens in a new tab)). Count the trip in money and in hours.
- Electric bus: line E1 has linked San Lorenzo and Asunción along Avenida Eusebio Ayala since December 2025, and E2 started in February 2026 along Mariscal López, running 4:00 to 1:45 (La Nación, 2026 (opens in a new tab)). If you live near either avenue, try the route for a week before deciding you need a car.
- Routes: metro-area bus data has been loaded into map apps (World Bank, 2025 (opens in a new tab)); check which lines pass your block before you rent.
- Fares: check the current fare with the Vice-Ministry of Transport and multiply by two trips a day and the working days in the month.
- By car: add fuel, parking in Asunción and the annual vehicle licence.
Where to save on food
Fernando de la Mora has no municipal market (ABC Color, 2022 (opens in a new tab)), so cheap fresh food comes from elsewhere:
- Family-farm fair: in the week of 23 February 2026, producers were at Paseo 1811 on Tuesday from 7:00 to 15:00 (La Nación, 2026 (opens in a new tab)). Venues rotate weekly; check the schedule in the press.
- Supermarket: banks offer discounts on a fixed weekday with specific cards and a monthly cap (ABC Color, 2024 (opens in a new tab)). Do your big shop that day.
- Tracking spending: QR codes now account for 68.1% of electronic payments in Paraguay (ABC Color, 2026 (opens in a new tab)); paying that way leaves a history in your banking app.
What about healthcare?
For check-ups, vaccines and chronic conditions, start at your neighbourhood family-health unit (USF). USF Camba Cuá and USF Tres Bocas opened in May 2026 (Hoy, 2026 (opens in a new tab)). The city's Hospital Materno Infantil handles emergencies, but in October 2025 it was stretched, with 15,000 to 17,000 patients a month and open-air waiting areas (Última Hora, 2025 (opens in a new tab)). Set aside a monthly amount for medicines and the odd private test; IPS coverage helps.
Free things to do
- Parque Ecológico: about 2 hectares with trails and capybaras (Wikipedia (opens in a new tab)), billed by Senatur as the city's green lung (visitparaguay.travel (opens in a new tab)). Go early or after 17:00 in summer.
- Plaza Mariscal Estigarribia: the central green space for afternoon tereré (visitparaguay.travel (opens in a new tab)).
- Anniversary and Tereré Day: National Tereré Day is the last Saturday of February (ABC Color, 2026 (opens in a new tab)); in 2026 the anniversary festival was on 28 February at Cancha Universo, free entry (visitparaguay.travel (opens in a new tab)).
